Biden border chief in hot seat over whether US-Mexico boundary is secure
Republican lawmakers took advantage of a rare opportunity to question the head Border Patrol Before his first appearance, House committee and pressured the chief repeatedly to take on his superiors because he had understated the state of the border.

Chairman Mark Green (Republican from Tennessee) opened the South Texas Field Hearing with a video in which Rep. Chip Roy, (Republican from Texas) asked Mayorkas in a prior hearing if the border was. “secure.” Mayorkas said it was.
“You heard the secretary. He said we have operational control. That’s the definition of operational control,” Green said this and pointed out a poster board in his direction that contained the legal definition. “operational control.”
“Based on the definition of the mission you have up, sir, up there, no,” Ortiz conceded.
“We don’t have operational control?” Green asked once more.
“No, sir,” Ortiz said. “About 10 years ago, we used operational control as a measuring stick of our effectiveness along the Southwest border. My new strategy is geared towards mission advantage.”
Later, Rep. Michael Guest from Mississippi (R-MS), asked Ortiz if the boundary of 2,000 miles was secure. Ortiz provided a detailed response and said that certain portions of the border land were more secure than others.
“I have nine Southwest border sectors from San Diego to here, South Texas — Rio Grande Valley. Out of the nine Southwest border sectors, I feel like the men and women are doing a phenomenal job in four of them with respect to the amount of flow and the processing that we are encountering on a daily basis,” Ortiz stated that he did not disclose the exact locations. “Five of those Southwest border sectors are experiencing a higher level of flow than we have seen previously. And that creates some unique challenges for us.”
According to the chief, Border Patrol’s illegal immigrant apprehensions have declined from almost 8,000 per day in December, which was its highest ever point, to around 4,800 people arrested daily. The January Biden administration decision to not allow Cuban, Haitian, Nicaragua, or Venezuelan immigrants to be released to the United States from their border, which was a significant change from hundreds of thousands who have been in the Biden government’s care, led to this decline.

Border Patrol’s 128,000 monthly arrests is still a significant increase over the 20,000-50,000 per month in the last decade, but it has fallen significantly from the peak months of 2021 and 2022.
