Recruiting the Best Candidates: Republicans’ Path to Victory in 2024
Senate Minority Leader Mitch McConnell (R-KY) and Sen. Steve Daines (R-MT), chairman of the National Republican Senatorial Committee, have been working tirelessly to find the most electable candidates in crucial swing states. Their goal? To retake the majority in the Senate next year.
McConnell and Daines have identified four must-win states with Democratic incumbents up for reelection: Montana, Ohio, Pennsylvania, and West Virginia. These states hold the key to Republican victory in 2024. On the other side, the Democratic Senatorial Campaign Committee has confirmed its plans to heavily invest in the reelection campaigns of Sens. Jon Tester (D-MT), Sherrod Brown (D-OH), Bob Casey (D-PA), and Joe Manchin (D-WV).
The Battle in Montana: Jon Tester
Montana, a state that Trump carried by over 16 points in 2020, presents a major opportunity for Republicans. Tester’s decision to run for a fourth term gives Democrats a fighting chance, but Senate GOP leadership sees the seat as within their reach. They are rallying behind former Navy SEAL Tim Sheehy, while privately discouraging Rep. Matt Rosendale (R-MT) from entering the race. Sheehy has the backing of Daines and Gov. Greg Gianforte (R-MT), while Rosendale has the support of the well-funded Club for Growth. The party establishment argues that Rosendale’s previous loss to Tester proves he cannot win statewide.
Ohio’s Progressive Target: Sherrod Brown
Sherrod Brown, an unabashed progressive in an increasingly red state, is a prime target for Senate Republicans. Despite Brown’s advantages of incumbency, name recognition, and high approval ratings, his 2024 race will be the toughest of his career. While Senate GOP leadership is actively involved in other states’ primaries, they are staying out of Ohio’s growing field of Republican challengers. Ohio Secretary of State Frank LaRose recently entered the race, and the NRSC is not worried about the primary competition, confident that any of the three candidates could win the general election.
The Battle for Pennsylvania: Bob Casey
Bob Casey, the son of a former Pennsylvania governor and the longest-serving Democratic senator in the state’s history, is facing a highly competitive race in 2024. As a centrist Democrat, Casey’s support for President Biden’s agenda and his views on abortion have become points of attack for Republicans. The NRSC is actively trying to recruit former Bridgewater executive David McCormick to challenge Casey. State Sen. Doug Mastriano, who lost the 2022 GOP gubernatorial race, is also considering entering the Senate race. Daines recognizes Casey as a formidable candidate and has dismissed the idea of Mastriano as the nominee.
The Uncertain Future of Joe Manchin in West Virginia
Joe Manchin, a centrist Democrat in a heavily Republican state, has yet to decide if he will run for another term in 2024. He has also been involved in discussions about a potential third-party presidential ticket. West Virginia Gov. Jim Justice, a Democrat-turned-Republican, is the only Republican who polls competitively against Manchin. Rep. Alex Mooney (R-WV) has also entered the Senate race, backed by the conservative Club for Growth.
As the battle for the Senate majority intensifies, McConnell, Daines, and their Republican allies are strategically positioning their candidates in these crucial swing states.
