House Oversight Committee Ranking Member Criticizes Release of Unverified FBI Document
House Oversight Committee Ranking Member Jamie Raskin (D-MD) has strongly criticized Sen. Chuck Grassley’s (R-IA) decision to release an unverified FBI-generated FD-1023. The document contains allegations made by a Ukrainian energy executive to an FBI informant, claiming involvement in a $5 million bribery scheme with both Hunter Biden and then Vice President Joe Biden.
A Desperate Attempt to Revive Debunked Conspiracy Theories
Raskin has labeled the decision to release the document as a “desperate attempt by Committee Republicans to revive the aging and debunked Giuliani-framed conspiracy theories.” He further argues that the release goes against the FBI’s wishes to keep it confidential, in order to protect the safety of the informant and the confidential human source.

Raskin states, “Releasing this document in isolation from explanatory context is another transparently desperate attempt by Committee Republicans to revive the aging and debunked Giuliani-framed conspiracy theories and to distract from their continuing failure to produce any actual evidence of wrongdoing by the President.”
The document contains allegations from a confidential human source to an FBI informant, asserting that both Bidens received $5 million from the head of Ukrainian energy company Burisma. The purpose of the alleged payment was to pressure the Ukrainian government into firing a prosecutor who was investigating Burisma.
The document also claims the existence of recordings related to the alleged bribery acts.
According to the document, Mykola Zlochevsky, the head of Burisma, made a statement to an FBI informant in 2016, saying, “it costs (million) to pay one Biden, and 5 (million) to another Biden.” Zlochevsky further expressed the need to keep Hunter Biden on the board, despite considering him “stupid,” in order to maintain stability.
Raskin asserts that these allegations are the same ones Rudy Giuliani attempted to uncover leading up to the 2020 Presidential Election.

“Mr. Zlochevsky was at the center of a pressure campaign by Rudy Giuliani in 2019 and 2020 on behalf of then-President Trump, during which Mr. Zlochevsky was interviewed and directly denied these allegations,” Raskin said.
The Maryland Democrat refers to a transcript provided to Congress by Lev Parnas, a former associate of Giuliani. In the transcript, Zlochevsky denies any wrongdoing on behalf of the Bidens and Burisma, stating that no one from Burisma had any contact with VP Biden or his associates during Hunter Biden’s engagement.
