North Carolina Republicans Override Governor’s Veto to Protect Parental Authority and Women’s Sports
Republican lawmakers in North Carolina have taken a stand against Democrat Governor Roy Cooper by voting to override his veto on a package of legislation. This legislation includes measures to safeguard parental authority in child education, protect biological women’s sports, and ban gender reassignment treatments on children performed by medical professionals.
Cooper vetoed three bills last month, claiming that they were part of a political culture war that would harm children and tarnish the state’s reputation. However, the Republican-led General Assembly has responded with a resounding victory, enacting legislation designed to protect children from radical gender theory.
The new laws make North Carolina the 22nd state to ban medical professionals from prescribing hormone therapy, puberty-blocking drugs, and surgical gender reassignment surgeries to individuals under 18, according to The Associated Press.
Republican Sen. Joyce Krawiec, the primary sponsor of the bill, emphasized the state’s interest in “protecting children from long-term harm” caused by irreversible procedures before they reach adulthood.
While the bill takes immediate effect, minors who began gender-affirming care before August 1 can continue with parental consent or if a doctor deems it medically necessary.
The medicalization of transgender children has seen a surge in popularity in recent years, prompting many states to respond with restrictions. According to data from the CDC’s Behavior Risk Factor Surveillance System and Youth Risk Behavior Survey, approximately 300,000 American teens between the ages of 13 and 17 identified as transgender last year, indicating a significant increase compared to previous years.
Although 31 states have proposed restrictions on child sex change treatments and procedures, only some have successfully implemented them.

Wednesday’s vote was part of a larger package of legislation that Governor Cooper attempted to veto. This package also includes measures to limit gender and sex discussions in schools and prohibit biological males from participating in female sports at middle school, high school, and collegiate levels.
Republican Sen. Amy Galey introduced the override in the Senate for the Parents Bill of Rights, which aims to protect parents’ role in their children’s education and involvement in school policy decisions.
“Parents have the right to direct the upbringing and moral and religious training of their children,” Galey stated. “Parents should be seen as children’s most important advisers.”
Independent Women’s Voice, an organization that advocated for the override of Cooper’s veto on the Fairness in Women’s Sports Act, celebrated the victory in protecting female athletes.
“No young woman, especially those who have experienced sexual trauma like myself, should be forced to share a locker room with a biological male,” said Paula Scanlan, spokeswoman for Stand with Women and advisor at Independent Women’s Voice. ”Thanks to this legislation, in North Carolina, they won’t. I am proud of Independent Women’s Voice advocates who called for this bill to include collegiate athletes, so women like me won’t face the same discrimination that my teammates and I did.”
Cooper expressed his frustration after the General Assembly successfully overrode his veto.
“The legislature has finally passed legislation that discriminates, makes housing less safe, blocks FEMA disaster recovery funding, restricts voting freedom, and damages our economy,” Cooper stated in a news release. “Yet they still refuse to pass a budget when teachers, school bus drivers, and thousands of working people who rely on Medicaid Expansion are being kicked off their health plans every week.”
“These are the wrong priorities, especially when they should be working nights and weekends if necessary to pass a budget by the end of the month,” he added.
