If a Senate seat does become vacant before the end of a term, the governor typically has the authority to choose a replacement, as outlined in the U.S. Constitution’s 17th Amendment. In Kentucky, the governor would need to select from a list of three candidates provided by the state executive committee of the same party as the departing senator.
