California Legislators Push for Diversity Audits of Gubernatorial Appointments
Democratic legislators in California are pushing for the establishment of diversity audits for gubernatorial appointments. This proposed legislation, Senate Bill 702, would require an annual report on the demographics of individuals appointed by the governor to serve on over 400 boards and commissions in the state.
The annual diversity audits would include information such as age, ethnicity, gender, gender identity, disability status, race, region, party affiliation, veteran status, and sexual orientation of the appointees. The bill has been steadily advancing and recently passed out of committee.
State Senator Monique Limón introduced the bill and held a press conference with the California Senate Democrats to advocate for its passage. During the press conference, Limón emphasized the goal of achieving equity in appointments and creating a California that reflects its diverse population.
Limón expressed hope that the audits would lead to greater diversity in gubernatorial appointments. She highlighted the disparities in representation at the top level, pointing out that Latinos, who make up 39.1% of the state population, only account for 18.4% of executive appointees.

Representatives from Hispanas Organized for Political Equality (HOPE), the University of California, Los Angeles Latino Policy & Politics Institute Researchers (UCLA LPPI), the Center for Asian Americans United for Self Empowerment (CAUSE), the California Commission on the Status of Women and Girls, and the National Women’s Political Caucus were also present at the press conference.
While Limón expressed confidence in the bill’s passage through both chambers, she remained uncertain about the governor’s support. Governor Gavin Newsom vetoed a previous version of the bill during the last legislative session in 2021. The previous version had more extensive requirements, including the collection of demographic data for rejected candidates as well.

The original version of the bill garnered support from various progressive organizations, including HOPE, CAUSE, UCLA LPPI, and many others. These organizations recognize the importance of bringing transparency to gubernatorial appointments and ensuring that California’s leadership reflects the state’s true diversity.
