Furthermore, the administration has allocated‌ up to $250 million over five years to‍ promote peaceful co-existence between Israelis and Palestinians, aiming to enable a sustainable two-state solution.

The exact amount of money spent directly in the Gaza Strip remains unclear, as USAID has not provided specific figures breaking down the funding.

Concerns and Sanctions Waiver

The allocation of ⁣funds occurred despite private concerns expressed by the State Department that aid dollars‍ could‌ be misused by Hamas and other‍ terrorist groups,​ as reported by the Washington Free Beacon earlier this year.

In 2021, ‌State Department officials pursued a sanctions waiver to bypass anti-terrorism measures and proceed with providing⁣ aid to​ the Palestinian territories.

“We assess there is ⁣a high risk Hamas could potentially derive indirect, unintentional benefit from U.S. assistance to Gaza.⁣ There is less but still some ⁢risk U.S. ⁣assistance would benefit other designated groups,” stated the State Department in a draft sanctions exemption request circulated internally in March 2021, shortly after Biden assumed office. ⁢”Notwithstanding this risk, State believes it is in our national security interest to provide⁤ assistance in the West⁤ Bank and Gaza to⁢ support the foreign policy objectives.”

At ⁢the‍ time, the State Department publicly downplayed concerns about aid being misappropriated⁢ by Hamas.
