The Gaza-based Natuf for Environment and Community Development, linked to a Palestinian bank associated with Hamas, received $18,315. Additionally, the group Fares Al-Arab, which has been tied to terrorist activities in Gaza, received $41,213.
These revelations have raised concerns about the Biden administration’s due diligence efforts. While the administration claims to conduct extensive checks to ensure funds do not support terrorism, the funding of these Hamas-linked groups suggests otherwise.
Critics argue that these funds indirectly benefit Hamas and its activities. UNRWA, for example, provides services that the Hamas government should be responsible for, thus alleviating some of its burden. This raises questions about the administration’s commitment to combating terrorism and supporting peace in the region.

UN Watch, a nonprofit watchdog group, has warned about the anti-Semitic and pro-terrorism teachings in UNRWA schools. Enia Krivine, senior director of the Foundation for Defense of Democracies’ Israel Program, has criticized UNRWA for perpetuating the refugee problem and teaching anti-Israel content.
Jonathan Schanzer, senior vice president for research at the Foundation for Defense of Democracies, has emphasized the indirect benefit that these funds provide to Hamas. He argues that UNRWA’s services should be the responsibility of the Hamas government, and by funding the agency, the Biden administration is essentially supporting the terrorist group.
