Rep. Kathy Manning to step down following North Carolina redistricting
Rep. Kathy Manning (D-NC) Won’t Seek Reelection Due to Gerrymandered Districts
Rep. Kathy Manning (D-NC) made a bold announcement on Thursday, revealing that she will not be seeking reelection in the House. The reason behind her decision? The newly drawn congressional maps that heavily favor Republicans in 2024.
Manning, a North Carolina Democrat, joins a growing list of lawmakers who have chosen not to run for reelection or are seeking other offices. She squarely places the blame on the Republican-led North Carolina General Assembly, accusing them of creating “egregiously gerrymandered congressional districts.”
Unfair Maps Give Republicans an Advantage
The impact of the congressional maps is significant, as all 14 districts in the state have been altered. This change is expected to give Republicans a substantial advantage, with a projected 10- or 11-seat lead compared to the current 7-7 split. Manning’s own district in Greensboro is one of three Democratic districts that have been flipped due to the new maps.
In a strongly worded statement, Manning expressed her frustration, saying, “Rather than draw Congressional districts that are compact, include communities of interest, and promote the democratic value of allowing voters to decide who they want to represent them — the previously stated goals of the redistricting committee — Republican leaders have put their partisan self-interest above the people they’re elected to serve. It’s the shameful act of leaders who know they can’t win under fair districts.”
Fighting for Fairness
Manning highlighted a lawsuit filed in federal court this week, which challenges the new map for disenfranchising minority voters. She hopes that this legal action will reinstate ”fair districts” and give her the opportunity to reverse her decision and run for her seat again.
“I would love nothing more than to continue representing our community in Congress. Unfortunately, the egregiously gerrymandered maps do not make this race competitive, and I cannot in good conscience ask people to invest their time, resources, and efforts in a campaign that is rigged against us,” Manning explained. “However, if the impending lawsuits are successful and the General Assembly is forced to draw fair congressional districts, I will seek to continue my service to our community.”
If the lawsuit fails, the Republican-drawn maps will remain in place for the 2024 elections through 2030. North Carolina gained an additional congressional district after the 2020 census, primarily due to minority population growth.
In addition to the 24 Democrats who are retiring, seeking another office, or have resigned, there are also 13 Republicans, including former House Speaker Kevin McCarthy (R-CA), who are making similar moves. Rep. George Santos (R-NY) was recently expelled from Congress after a resolution received overwhelming support from 311 House members, including 105 Republicans.

Why is gerrymandering considered to undermine the principles of democracy and fair representation?
Her than allowing voters to choose their representatives, the Republican-led General Assembly in North Carolina has chosen to manipulate the electoral process through gerrymandering. This undermines the principles of democracy and fair representation.”
The Continued Problem of Gerrymandering
Gerrymandering is not a new issue in American politics. It has long been used as a tool by both parties to gain a political advantage. However, in recent years, the practice has become more sophisticated and effective, thanks to advancements in mapping technology and partisan polarization.
The result is a political landscape where districts are drawn to favor one party over another, allowing incumbents to secure their re-election and making it increasingly difficult for challengers from the opposing party to gain a foothold. This leads to a polarization of representation, with elected officials that are more extreme in their views and less representative of the diverse perspectives of their constituents.
A Call for Fairness and Transparency
Rep. Manning’s decision not to seek re-election is a powerful statement against the unfairness of gerrymandering. By choosing not to participate in a system that systematically undermines fair representation, she is highlighting the need for reforms.
To address this issue, there have been calls for independent redistricting commissions that would be responsible for drawing district boundaries, removing partisan influence from the process. Such commissions would aim to create districts that are more representative of the diversity of the population and free from the manipulation of political parties.
Additionally, transparency in the redistricting process is crucial. With technology allowing for precise mapping and data analysis, it is essential that the public has access to information on how district lines are drawn and the criteria used in making those decisions. By promoting transparency, we can hold elected officials accountable and ensure that redistricting is done in a fair and equitable manner.
The Road Ahead
Rep. Kathy Manning’s decision not to seek re-election due to gerrymandered districts serves as a wake-up call to the need for redistricting reform. It is a reminder that the current system is flawed and does not serve the best interests of the American people.
As we look to the future, it is imperative that we push for fair redistricting processes that prioritize the voices and representation of all citizens. By doing so, we can establish a more democratic and inclusive political system that truly reflects the will of the people.
