Biden, 81, was alarmingly incoherent during a series of campaign-style events in the Midwest. He praised the “biparsinfwratureh law,” the automaker “Tulsa,” and other nonsense that can’t even be transcribed in English. “Every time that I hear ‘Hail to the Chief’ I wonder where the hell is he?” Biden joked at the White House.
