Rashida Tlaib abstains from condemning Hamas rape
House Lawmaker Votes “Present” on Resolution Condemning Hamas’ Sexual Violence
One House lawmaker, a Democrat, made a surprising move on Wednesday during a vote on a resolution condemning rape and sexual violence in October 7 terrorist attack”>sexual violence committed by Hamas in its war against Israel. Instead of voting in support or against the measure, Rep. Rashida Tlaib (D-MI) chose to vote “present,” making her the only member to do so.
In her remarks on the House floor, Tlaib acknowledged that the resolution rightfully denounces sexual violence by Hamas. However, she expressed her concern about the lack of similar language addressing the alleged mistreatment of Palestinians by Israeli forces.
We all have a responsibility to denounce sexual violence in all forms, regardless of who is responsible. War crimes cannot justify more war crimes. This resolution falls well short of also acknowledging the sexual abuse of Palestinians. pic.twitter.com/T4kdm1WXxk

Tlaib further emphasized her stance on Twitter, stating that everyone should denounce sexual violence regardless of the perpetrator. She also criticized the resolution for not acknowledging the sexual abuse of Palestinians.
The resolution, introduced by Rep. Lois Frankel (D-FL), condemns acts of rape and sexual violence as weapons of war, specifically those committed by Hamas since October 7, 2023.
Today, with overwhelming bipartisan support, we’ve passed my resolution in the House condemning Hamas’s use of rape and sexual violence on and since October 7th. Our message is loud and clear: these acts are not tools of war, and we condemn them. pic.twitter.com/OR3hKul12c

The resolution also calls on all nations to criminalize rape and sexual assault, holding all perpetrators accountable, including state and non-state armed groups.
Out of the 418 members who voted, with 210 Republicans and 208 Democrats in support, Tlaib’s “present” vote stood out. Some members criticized her for consistently opposing resolutions supporting Israel and for her response to previous attacks by Hamas.
“For more than 129 days, Israel has defended itself from Hamas’ terror. Hamas committed despicable crimes on October 7th. It’s shameful that [Tlaib] wouldn’t support a resolution condemning rape and sexual violence committed by Hamas,” said Rep. Kevin Hern (R-OK).
“The House just delivered a strong rebuke of Hamas’ use of rape and sexual violence as a weapon of war! Disturbingly, what should have been a unanimous vote was ruined by [Tlaib] who couldn’t bring herself to condemn these heinous acts,” added Rep. Beth Van Duyne (R-TX).
What criticisms does Tlaib’s decision to vote “present” face, and how does it impact efforts to condemn acts of sexual violence by Hamas?
The issue, stating that “we all have a responsibility to denounce sexual violence in all forms, regardless of who is responsible. War crimes cannot justify more war crimes.” She argued that acknowledging the sexual abuse of Palestinians is necessary in order to fully address the issue and promote justice for all parties involved.
This decision by Tlaib has sparked both support and criticism from different factions. Supporters commend her for advocating for a more comprehensive resolution that addresses all instances of sexual violence, regardless of the perpetrators. They argue that focusing solely on the actions of Hamas while disregarding allegations against Israeli forces is biased and ignores the broader context of the Israeli-Palestinian conflict.
Critics, on the other hand, argue that Tlaib’s decision to vote “present” demonstrates a lack of support for condemning Hamas and its acts of sexual violence. They claim that by not voting in favor of the resolution, she is indirectly supporting Hamas and undermining efforts to address the issue. Furthermore, they argue that her call for addressing the mistreatment of Palestinians by Israeli forces should not have been tied to the resolution condemning Hamas.
Despite the controversy surrounding Tlaib’s vote, it highlights an important conversation regarding the complexities of the Israeli-Palestinian conflict and the need for comprehensive resolutions that address all forms of violence and human rights abuses. It raises questions about the duty of lawmakers to consider all perspectives and ensure that justice is served for all parties involved.
Moving forward, it is crucial for lawmakers to engage in constructive dialogue and find common ground on issues related to the Israeli-Palestinian conflict. The goal should be to develop resolutions that condemn all acts of violence and promote peace and human rights for all individuals, regardless of their nationality or affiliations.
It remains to be seen how Tlaib’s decision to vote “present” will impact future discussions and resolutions related to the Israeli-Palestinian conflict. However, one thing is clear: the conversation about the conflict and its complexities is far from over, and lawmakers have a responsibility to address all forms of violence and advocate for justice for all parties involved.
