The Washington Free Beacon reported that KORE Power is co-owned by DFD New Materials, a Chinese battery company run by a Chinese Communist Party official. However, KORE clarified that it is actually co-owned by a wholly-owned subsidiary of DFD New Materials called DFD New Energy, which is also run by a Chinese Communist Party official.
KORE said its partnership with the Chinese company was “deeply vetted” by the Biden administration for “over two years” before the loan was approved.
The $850 million loan from the Department of Energy is aimed at countering China’s dominance in the battery industry. The Biden administration sees KORE’s battery facility as a way to strengthen the domestic battery supply chain and reduce China’s grip on the global market.
The Department of Energy confirmed that it will provide intellectual property, research and development, and engineering capabilities to help KORE build the Arizona facility.
While KORE’s ties to China have raised concerns, the company emphasized that it is committed to reducing the equity stake of Chinese shareholders. KORE stated that DFD New Energy’s stake has already been diluted to 7 percent due to other capital investments.
“Do-Fluoride New Materials (DFD) holds no ownership interest in the Company, much less a controlling interest in KORE,” said a KORE spokesman.
KORE’s relationship with DFD New Materials and DFD New Energy is also the subject of a legal dispute in Idaho. Chenco Engineering, a German company, won a $10 million judgment against DFD New Materials for technology theft. Chenco Engineering has requested an Idaho court to garnish any payments between KORE and DFD New Materials to collect the money.
KORE acknowledged that DFD New Energy would assist in building the proposed battery plant, but emphasized that any intellectual property created by KORE will be solely US-owned.
