Federal judge blocks protesters from going through security zone at RNC

A federal judge has denied a bid by protesters to demonstrate through the security perimeter set up during the Republican National Convention in Milwaukee next week.

The Coalition to March on the RNC 2024 had argued the route the city approved for their protest violated their First Amendment rights. The coalition pushed to be allowed to pursue a route closer to delegates and attendees while remaining within the security zone. Judge Brett Ludwig of the U.S. District Court for the Eastern District of Wisconsin ruled against protesters Monday, arguing the Secret Service and city had not infringed on protesters’ First Amendment rights.

“The First Amendment is not offended by reasonable restrictions on the time, place, and manner of an individual’s exercise of his or her First Amendment rights,” Ludwig wrote.

“Reasonable time, place, and manner restrictions can include permitting schemes that limit expression in public places,” he added.

Ludwig rejected the coalition’s contention that the security perimeter construction was not content neutral, siding with the city and Secret Service that it was done without an “impermissible purpose.”

The coalition said it would respond to the court’s decision at a press conference Tuesday.

Protests are expected at both the RNC in Milwaukee and the Democratic National Convention in Chicago. The DNC protests during next month’s convention in the Windy City are likely to focus on the war in Gaza between Israel and Hamas — which has been a dividing problem in the Democratic Party.

The RNC will be held from July 15-18, with former President Donald Trump scheduled to accept the GOP’s presidential nomination for a third consecutive time. Trump is also expected to announce his running mate. The DNC is scheduled for Aug. 19-22, and President Joe Biden is currently set to accept his party’s nomination even as questions within the Democratic Party mount over his age and mental acuity.
