The event is expected to draw a crowd of up to 50,000 people, with 20,000 anticipated attendees based on the event’s permit. The Metropolitan Police Department (MPD) has advised motorists to consider alternative routes due to potential delays and increased pedestrian traffic. Roads in the vicinity will be closed from noon to 10 p.m., including 17th Street and Constitution Avenue. A security perimeter will be established with an anti-climb fence, and attendees will go through a security checkpoint similar to those at airports. The event is open to the public starting at 3 p.m., with the speech itself set to begin at 7:15 p.m.

Vice President Kamala Harris will deliver an address to voters Tuesday evening from the Ellipse in Washington, prompting road closures and heightened security in the District of Columbia.
According to the event’s permit, there are as many as 20,000 people anticipated to attend. Metropolitan Police Chief Pamela Smith has estimated that there could be up to 50,000 attendees. Overflow crowds will be directed to the northeast portion of the National Mall near the Washington Monument.
The Metropolitan Police Department has announced that some roads will be closed during Harris’s event. Her event starts at 7:15 p.m. Tuesday and will be open to the public at 3 p.m.
“Motorists could encounter possible delays if operating in the vicinity of this event and may wish to consider alternative routes,” an MPD spokesperson said in a press release. “The Metropolitan Police Department and the D.C. Department of Transportation also wishes to remind motorists in the vicinity of this event to proceed with caution as increased pedestrian traffic can be anticipated.”
In terms of security measures, there is a steel, anti-climb fence around the perimeter of the Ellipse.
The only security checkpoint for the event is located at 17th Street NW and Constitution Ave. It will be similar to the TSA checkpoints at airports.
The following streets will be closed to vehicle traffic from approximately noon to 10 p.m.:
- 17th Street from H Street NW to Independence Avenue SW
- 15th Street from F Street NW to Independence Avenue SW
- Jefferson Drive from 14th Street to 15th Street SW
- Madison Drive from 14th to 15th Street NW
- Constitution Avenue from 14th Street to 18th Street NW
- C Street from 17th Street to 18th Street NW
- D Street from 17th Street to 18th Street NW
- E Street from 17th Street to18th Street NW
- F Street from 17th Street to 18th Street NW
- G Street from 17th Street to 18th Street NW
- New York Avenue from 17th Street to 18th Street NW
- E Street from 14th Street to 15th Street NW
- Pennsylvania Avenue from 17th Street to 18th Street NW
- Pennsylvania Avenue from 14th Street to 15th Street NW
In addition, the following streets have parking bans from 6 a.m. to 10 p.m.:
- 17th Street from Pennsylvania Avenue to Constitution Avenue NW
- Constitution Avenue from 14th Street to 18th Street NW
- 15th Street from F Street to Constitution Avenue NW
The NHL’s Washington Capitals play Tuesday evening at Capital One Arena as well. Fans attending the game are advised to take note of road closures and account for extra travel time.
The Metro will continue to work as normal.
