“The previous administration has embedded deeply unpopular, inflationary, illegal, and radical practices within every agency and office of the Federal Government,” the order states. It accuses DEI initiatives of replacing hard work, merit, and equality with a divisive preferential hierarchy, and also criticizes climate policies, claiming they contributed to inflation and overburdened businesses with regulation.
The sweeping directive, teased before he became president and signed at the Capital One Arena on Monday, marks a significant step in the new administration’s effort to undo the DEI policies installed by Biden. Although his new administration teased in a press call that Trump would begin reverting the names of certain federal properties that were changed under Democratic presidents in the name of diversity and political correctness, the details of this order lacked details over any such efforts for now.
“Revocations within this order will be the first of many steps the United States Federal Government will take to repair our institutions and our economy,” the directive states.
Administration officials framed the order as a move to restore equal treatment and uphold the vision of civil rights leaders by focusing on character rather than race, sex, or other identity-based characteristics. “To commence the policies that will make our Nation united, fair, safe, and prosperous again, it is the policy of the United States to restore common sense to the Federal Government and unleash the potential of the American citizen,” the order states.
The order revokes more than 50 executive actions from the Biden administration, including Executive Order 13985 (Advancing Racial Equity and Support for Underserved Communities Through the Federal Government), Executive Order 13988 (Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation), and Executive Order 14008 (Tackling the Climate Crisis at Home and Abroad). The full list of revoked orders includes policies on racial equity, environmental justice, pandemic response, and LGBTQ+ protections.
In addition to targeting DEI initiatives, the order directs federal agencies to take immediate steps to end what it calls “unlawful and radical DEI ideology” and to review all actions taken under the revoked orders. Agencies must identify changes made under the Biden administration and develop plans to dismantle DEI programs, including environmental justice initiatives and equity-related grants.
Although there are no stated plans yet to rename federal properties and military bases, Trump has said he will revert several locations to their legacy names along the campaign trail, as did a source on the press call Monday morning. Examples could include reversing the renaming of Fort Bragg to Fort Liberty and Fort Benning to Fort Moore, which the Trump administration views as emblematic of broader DEI-driven changes.
“This is not just legally required; it is morally required,” an administration official said. “The dismantling of DEI policies will eliminate discrimination and ensure that federal programs serve all people equally.”
The order outlines a comprehensive plan for transparency and accountability. The Director of the Domestic Policy Council (DPC) and the Director of the National Economic Council (NEC) are instructed to review all federal actions taken under the Biden-era orders and submit a report within 45 days identifying additional policies for rescission or replacement. The National Security Advisor (NSA) is similarly tasked with reviewing all National Security Memoranda from the prior administration for potential harm to national security, domestic resilience, and American values.

Officials argue that these measures will eliminate divisive practices and restore a focus on merit and equality across the federal government. “The injection of DEI into our institutions has corrupted them by replacing hard work, merit, and equality with a divisive and dangerous preferential hierarchy,” the order declares.
The Trump administration has emphasized that this executive order is the first of many steps aimed at reshaping federal policy and “unleashing the potential of the American citizen.” Regular public updates on the progress of these initiatives are expected as agencies implement the order’s mandates.
