President Donald Trump debuted a surprise executive order honoring Jocelyn Nungaray at his joint address to Congress, revealing he had renamed a wildlife sanctuary after the 12-year-old girl whose suspected killers were illegal immigrants.
Trump called attention to Alexis Nungaray, the mother of Jocelyn, at his joint address on Tuesday night as Vice President JD Vance handed him the signed executive order. She was one of the special guests to attend the speech with first lady Melania Trump.
“The death of this beautiful 12-year-old girl and the agony of her mother and family touched our entire nation greatly. Alexis, I promised that we would always remember your daughter, your magnificent daughter, and earlier tonight, I signed an order keeping my word to you,” Trump said.
“One thing I have learned about Jocelyn is that she loved animals so much. She loved nature. Across Galveston Bay from where Jocelyn lived in Houston, you will find a magnificent national wildlife refuge, a pristine, peaceful, 34,000-acre sanctuary for all of God’s creatures on the edge of the Gulf of America,” Trump continued. “Alexis, moments ago, I formally renamed that refuge in loving memory of your beautiful daughter, Jocelyn.”
The Anahuac National Wildlife Refuge will now be named in Nungaray’s honor.
Trump used his speech to tout the 95% reduction in illegal immigrant arrests at the U.S.-Mexico border compared to high points during the Biden administration while also vowing to go after criminals in the United States who have targeted Americans.
Trump also shared the story of Laken Riley, a Georgia nursing student killed while on a jog on campus last February. Her assailant, an illegal immigrant associated with Venezuelan gang Tren de Aragua, was convicted.
“Last year, a brilliant 22-year-old nursing student named Laken Riley, the best in her class, admired by everybody, went out for a jog on the campus of the University of Georgia that morning. Lincoln was viciously attacked, assaulted, beaten, brutalized, and horrifically murdered,” Trump recounted in his speech.
Trump welcomed and applauded Laken’s mother, Allison, and sister, Lauren, who also sat in the gallery during his remarks.
“Last year, I told Laken’s grieving parents that we would ensure their daughter would not have died in vain. That’s why the very first bill I signed into law as your 47th president mandates the detention of all dangerous criminal aliens who threaten public safety,” Trump said.
Trump’s decision to focus on Laken Riley was a 180-degree pivot from former President Joe Biden’s speech last year.
Biden went off script during his State of the Union address last March after being taunted by Trump ally Marjorie Taylor Greene (R-GA), who yelled for him to mention Laken Riley.
“What about Laken Riley?” Greene repeatedly yelled out from her seat on the chamber floor.
Biden paused and then looked to his right, where he had set a “Laken Riley” pin that Greene had handed him during his procession onto the floor.

Biden picked up the pin and said, “Lincoln Riley. An innocent young woman who was killed by an illegal. That’s right — but how many of thousands of people being killed by illegals?”
Biden later apologized for referring to the assailant as an “illegal.”
