Luna and Johnson strike deal to end proxy voting feud

House Speaker Mike Johnson (R-LA) and Rep. Anna Paulina Luna (R-FL) have reached a deal to end her effort to ensure new parents can vote by proxy. 

Last week, Luna and Rep. Brittany Pettersen (D-CO) succeeded in their efforts to sink a measure designed to disable new parents from voting remotely. Luna and Petterson designed a bill to allow for proxy voting, but Johnson had been working hard to kill the legislation he labeled “unconstitutional.”

However, Johnson and Luna have struck an agreement to end the push for proxy voting, and, in exchange, formalize “vote pairing,” the Washington Examiner confirmed

The speaker is also planning to put a nursing room near the House floor and make day care more accessible for representatives.

Vote pairing” allows a member who is absent during a vote on the House floor to coordinate with a present member on the opposite side of a matter to announce that the present member is forming a “pair” with the absent representative. It allows the absent representative to record how they would have voted had they been present.

To facilitate that, a source familiar with the matter told the Washington Examiner that members will “need to find a pair or staff will find one for you.”

The agreement comes after nine Republicans joined all Democrats in voting against the measure to kill proxy voting. Had it passed, it would have advanced the No Rogue Rulings Act and the SAVE Act. The rule had included a provision to block Luna’s effort in her discharge petition to allow proxy voting for members with newborns and any similar resolutions in the future from coming to the floor.

Johnson, in his agreement with Luna, emphasized the strong need for House Republicans to “move forward” on reconciliation and not focus on this.
