The evidence for the shift in party attitude is becoming more evident, as evidenced by a rise in crime in the last two years that effectively squashed Democrats’ attempts to reform law enforcement and criminal justice.
“The president’s decision to sign the congressional bill to override the D.C. crime law is certainly a signal that attempts to reduce sentences for violent offenders is a nonstarter even among Democrats,” Brad Bannon was a Democratic strategist who spoke to the Washington Examiner.
“But the Democratic desire to prevent police murders of victims like Tyre Nichols, George Floyd, and Tamir Rice is very much alive,” Bannon added. “This effort will intensify after the next tragic instance of police violence.”
Biden stated that he would sign legislation to override the D.C. City Council’s crime laws after 173 House Democrats had voted against them weeks before.
I support D.C. Statehood and home-rule – but I don’t support some of the changes D.C. Council put forward over the Mayor’s objections – such as lowering penalties for carjackings.

Some Democrats felt betrayed by this move, considering that Biden had been previously stated to have opposed the measure. Moreover, the White House indicated that some Democratic legislators had followed that lead and were open to attack.
“So, a lot of us who are allies voted no in order to support what the White House wanted. And now, we are being hung out to dry,” One House Democrat told The Hill.
Some Democrats were left in a very difficult situation by the fact that they voted to keep the D.C. law intact. This is reflected in the emerging consensus about crime within the party.
Most Democrats opposed to the D.C. criminal law were doing so to defend the city’s ability to govern itself. Nearly none Democrats supported the substance of this law, which reduces penalties for offences such as carjacking or eliminates mandatory minimum sentences.
National Democrats have been more open to criticizing liberals on criminal justice reform so far than local Democrats. A reflection of how effective Republicans dealt with the question of crime in the last midterm election, every member of Congress except the most progressive Democrats has adopted a harsher tone than usual when discussing criminal justice reform and policing.
Some local Democrats (like the twelve members of the D.C. Council that voted to repeal the mayor’s vote and pass the crime legislation) have taken a while to accept their new roles.
