The Biden Administration Grants $90k to Terror-Linked Palestinian Organization Before Hamas Attack
The Biden administration has come under scrutiny after it was revealed that over $90,000 was granted to a Palestinian organization with ties to terrorism just weeks before Hamas launched its attack, according to NGO Monitor.
The State Department approved two grants for the Phoenix Center for Research and Field Studies, a Gaza University-affiliated organization. The grants, valued at $30,088 and $60,000, were allocated for projects spanning from August 2023 to July 2024 and September 2023 to August 2024, respectively.
NGO Monitor reported that the Phoenix Center has a history of hosting conferences and panels with senior members of Palestinian terrorist organizations, advocating for “armed resistance” against Israel.
The attacks by Hamas began on Saturday, with thousands of rockets launched into Israel.
The recipient of the grant, listed as the “Finiq Center for Field Studies and Researches,” is believed to be a phonetic error, as its address matches that of the Phoenix Center.
According to a document translated by NGO Monitor, a discussion hosted by the Phoenix Center in December 2022 concluded that future agendas should prioritize the reintegration of armed resistance and popular resistance against the occupation authorities in Jerusalem and the West Bank.
The Phoenix Center describes itself as an independent, non-profit Palestinian institution dedicated to meeting the political, economic, and social needs of Palestinian communities.

NGO Monitor also reported that senior members of Palestinian Islamic Jihad and the Popular Front for the Liberation of Palestine participated in discussions hosted by the Phoenix Center in September 2022 and July 2022.
The Director of Programs at the Phoenix Center, Salah Abdalati, has expressed support for “armed resistance” and terrorist groups in various statements.
In a Facebook post translated by NGO Monitor, Abdalati wrote that resistance, including armed resistance, must become a way of life for Palestinians under occupation.
In another post, he compared Israel to ISIS and emphasized the necessity of steadfastness and resistance against the occupation.
The grants provided by the State Department aim to enhance the knowledge and skills of Palestinian USG alumni in public speaking, storytelling, digital networking, and IT skills.
The State Department has not yet responded to requests for comment.
