The Biden Administration’s Plan to Register Newly Naturalized Citizens to Vote
The Biden administration has announced an exciting new initiative that aims to use U.S. taxpayer dollars to register newly naturalized citizens to vote. This groundbreaking plan represents the latest effort to empower citizens and ensure their voices are heard in American elections.
In a memo released on Friday, the U.S. Citizenship and Immigration Services (USCIS) revealed updates to its Policy Manual that will facilitate voter registration during naturalization ceremonies. These ceremonies mark the official moment when eligible immigrants become U.S. citizens. The updated guidelines direct USCIS to provide newly ordained citizens with access to voter registration services and information on voting and voter registration.
The policy update also includes directives for USCIS employees to collaborate with local or state election officials to distribute, collect, and review voter registration applications. In cases where officials are not present, the agency will coordinate with nonpartisan nongovernmental organizations to provide these services.
Furthermore, the new guidelines encourage USCIS offices to invite organizations offering on-site voter registration services to introduce themselves and address the naturalization candidates before the ceremony.
This initiative aligns with Executive Order 14019, signed by President Joe Biden in March 2021, which requires federal agencies to support voter registration and get-out-the-vote activities. While some have raised concerns about potential partisan bias in voter registration efforts, the Biden administration remains committed to promoting access to voting for all eligible citizens.
Previous reports have highlighted collaborations between federal agencies and advocacy groups to register and turn out voters. For example, the Indian Health Service (IHS) has worked with organizations like the ACLU and Demos to fulfill the requirements of Executive Order 14019. However, it’s important to note that the evaluation of agencies’ compliance with the order is ongoing.
Studies have shown that legal immigrants tend to lean towards Democratic candidates. Data from the Pew Research Center reveals a higher percentage of immigrants in certain states identifying as Democrats compared to Republicans or independents.
