Trump’s unexpected election in 2016 as a political outsider shocked many, and his inflammatory rhetoric and unprecedented use of social media while in office allowed Biden to present himself as a safer choice, promising a renewed sense of normalcy.
In the end, Biden defeated Trump by positioning himself as the comfortable and familiar alternative to Trump’s madness.
“The way Biden won in 2020 was not by attacking Donald Trump too harshly, so there would be a sliver of Republicans and center-right independents who would vote for Biden because they didn’t like Trump,” explained Republican strategist Susan Del Percio. “That was part of it. The other part was to increase turnout.”
Haley faces a similar challenge in consolidating the non-Trump vote in the Republican primary while also appealing to voters who currently support the former president but haven’t made up their minds.
The Three Tasks for Haley’s Success
According to Todd Belt, professor and director of the Political Management Master’s Program at George Washington University, Haley is emerging as the “clear Republican alternative to Trump.” He believes she must accomplish three tasks to succeed:
- Consolidate the anti-Trump vote
- Avoid alienating Trump voters who may be persuaded to vote against him
- Convince Republicans that she has a better chance of defeating Biden than Trump does
Belt noted that Haley focused on characterizing Trump’s legal troubles and drama as “chaos” rather than attacking him on policy issues. This signals to Republican voters that she can deliver the desired policy outcomes without the tumultuousness of the Trump presidency, satisfying all three goals.
Furthermore, Belt emphasized that this strategy also neutralizes Biden’s advantage, which lies in the stark difference in governing style between himself and Trump.
Republican strategist Chip Felkel cautioned that this task is more challenging in the primary than when Biden faced Trump in the general election. Felkel believes Haley needs to shed her restraint and go all out against Trump to win over disaffected Republicans and independents.
Del Percio agreed, stating, “With Nikki Haley, the problem is that she’s been too restricted.” While Haley is targeting Trump, Del Percio believes she is using polite language and seems to be eyeing the vice president role in Trump’s potential second administration.
Del Percio acknowledged that Biden’s 2020 strategy was more restrained, but she noted that “President Biden is now going after him more aggressively.” She advised Haley to do the same.
While Trump still maintains a significant lead in the primary contest polls, there may still be an opportunity for other candidates to gain support. A recent poll of likely Republican caucusgoers in Iowa revealed that 49% have made up their minds on their preferred candidate, but an additional 46% remain undecided.
