President Joe Biden’s 2024 reelection campaign is counting on Vice President Kamala Harris to effectively communicate his platform to black and Latino voters, who are currently expressing low enthusiasm due to economic struggles.
Harris has been actively engaging with various black and Latino groups across the country in recent weeks, delivering impactful speeches. She addressed the historically black sorority Delta Sigma Theta’s 56th national convention, UnidosUS (a prominent Latino civil rights organization) in Chicago, Illinois, and most recently, the NAACP’s event in Boston, Massachusetts.
Building Support Among Key Minority Groups
Biden’s team recognizes the importance of regaining support among key minority groups that played a crucial role in securing his victory in 2020. However, Harris’s efforts extend beyond these specific groups. The campaign sees her as an effective coalition builder among young voters and women, which is further enhanced by her identity as a black and Indian woman. Additionally, despite not being considered young, Harris’s relatively younger age compared to Biden puts her in closer proximity to youth voters.
The campaign strategy revolves around leveraging the strengths of both Biden and Harris. For instance, Biden has been delivering speeches to labor unions and manufacturers.
Early events with these groups are part of a larger strategy to unite each component of the Democratic and independent electorate around the president well in advance of the 2024 general election against the Republican nominee.
Harris’s Role in Nurturing Support
Harris’s role in nurturing Biden’s support among minority Americans continued as she traveled to Orlando, Florida, to speak at the African Methodist Episcopal Church Quadrennial Convention. During her speech, she renewed criticism against Gov. Ron DeSantis (R-FL), who is currently running for the Republican nomination in 2024.
Recently, Harris criticized Florida’s new black history teaching standards, stating that they aim to replace history with lies and misinform middle school students about the benefits of slavery. DeSantis strongly refuted her claim, accusing the vice president of lying.
Rebuilding Enthusiasm Among Key Minority Groups
Biden’s 2024 campaign recognizes the need to ensure enthusiasm among key minority groups in order to secure reelection. However, according to FiveThirtyEight, his approval among black and Latino Americans has declined since taking office in 2021. The decline in approval is more significant among Latino voters.
Furthermore, black voter turnout was relatively lower in the 2022 midterm elections. In Georgia, a crucial battleground state, Biden’s struggle with black Americans is evident. Bloomberg reports that black voters in Atlanta, Georgia, the second-largest black population in the country, are feeling the impact of inflation and are disappointed by Biden’s failed student loan forgiveness plan, which was rejected by the Supreme Court.
The campaign remains confident in its ability to rebuild enthusiasm among these groups. An aggressive media campaign is in the works, aiming to reach minority voters and address their concerns.
One positive development for the campaign is the recent New York Times/Siena College poll, which showed a seven-percentage-point increase in Biden’s approval among black Americans since October 2022, reaching 60%. However, his approval among the Latino community fell by seven points.
