President Biden Strengthens Access to Contraception and Family Planning Services
On the anniversary of the landmark Roe v. Wade decision, President Joe Biden is taking action to enhance access to contraception and family planning services. This executive order demonstrates the Biden administration’s unwavering commitment to safeguarding the complete range of reproductive healthcare options.
The director of the White House Gender Policy Council, Jennifer Klein, emphasized the significance of this order during a press briefing. She stated that it is part of the administration’s ongoing dedication to protecting reproductive healthcare.
Expanding Coverage and Improving Access
President Biden has directed the Health and Human Services, Labor, and Treasury departments to explore new guidelines that would require all health insurance companies to cover FDA-approved contraceptives under the Affordable Care Act (Obamacare). The aim is to streamline the process of obtaining the necessary care for women.
Additionally, these departments have been instructed to enhance access to over-the-counter contraceptives, including emergency contraception, by reducing out-of-pocket costs for consumers.
The executive order also seeks to lower out-of-pocket costs for contraceptives in Medicaid, Medicare, and veterans’ benefits.
Addressing the Crisis in Women’s Health
Klein highlighted the urgency of addressing the “ensuing crisis in women’s health” following the Dobbs v. Jackson Women’s Health Organization decision, which removed federal constitutional protection for abortion rights. She expressed concern over state laws that restrict contraception and the closure of abortion clinics, which have resulted in limited access to critical care.
Furthermore, the executive order aims to raise awareness among agency partners and the public about existing federal programs that provide low-cost contraception to low-income women and girls.
Building on Previous Orders
This executive order builds upon previous actions taken by President Biden. In July 2022, he added the “termination of a pregnancy” to the federal definition of reproductive healthcare services. In August 2022, he issued a second executive order to prevent discrimination based on pregnancy or a decision to abort a pregnancy.
Friday’s order grants broader authority to relevant agencies and departments, empowering them to expand access to both traditional and emergency contraception.
Klein emphasized that contraception is not a substitute for abortion care. The administration’s goal is to restore access to all reproductive health services to pre-Dobbs levels.
Protecting Rights and Health
Klein acknowledged the devastating impact of the Roe v. Wade overturning, not only on rights but also on health. She reiterated the Biden administration’s official position, urging Congress to codify the protections provided by Roe v. Wade.
President Biden’s executive order is a significant step towards ensuring that individuals have the necessary resources and support to make informed decisions about their reproductive health.
