White House Requests Information on Weapon Transfers to Israel
Amidst uncertainty surrounding the Biden administration’s stance on Israel’s conflict with Hamas, a new report reveals that the White House has asked the State and Defense departments to provide a list of all scheduled or pending weapon transfers to Israel.
According to Axios, U.S. officials have clarified that this request does not indicate any intention to slow down or suspend weapons transfers to Israel. However, it is noteworthy as it marks the first time the White House has made such a request since the devastating Hamas massacre on October 7, which claimed the lives of over 1,200 Israelis. The Biden administration wants to ensure that there are no issues requiring White House intervention or “deconfliction.”
National Security Memorandum Raises Concerns
On February 8, President Biden issued a National Security Memorandum stating that the United States must obtain written assurances from recipient countries, including Israel, that they will use defense articles in accordance with international humanitarian law. This move has left Israel vulnerable to potential scrutiny under “international law.”
The Biden administration reportedly expects Israel to provide a signed letter of assurances by mid-March. Secretary of State Antony Blinken has until March 25 to certify Israel’s compliance with the memorandum. Failure to obtain certification would result in the suspension of U.S. weapons transfers to Israel, as reported by Axios.

Biden Administration’s Opposition to Israel’s Actions in Rafah
Meanwhile, the Biden administration has been actively trying to hinder Israel’s efforts to enter Rafah, the last stronghold of Hamas. President Biden reportedly warned Israeli Prime Minister Benjamin Netanyahu against proceeding with an attack on Rafah. In early February, National Security Council spokesman John Kirby stated that military operations would be disastrous and not supported by the United States.
The Wall Street Journal editorial board highlighted in a mid-February article titled “Taking Rafah Is Essential to Defeat Hamas” that the city serves as Hamas’s last stronghold. The editorial questions why President Biden opposes Israel’s capture of Rafah and notes the consistent pressure on Israel to refrain from entering the area, despite its strategic importance in defeating Hamas.
