President Biden Allocates $169 Million for Electric Heat Pump Projects
In a groundbreaking move, President Joe Biden has designated climate change as an emergency and utilized the Defense Production Act to allocate $169 million for electric heat pump projects. This marks the first time a president has classified climate change as an emergency since the Act was established during the Cold War.
The funds, stemming from the Inflation Reduction Act, will be distributed among 15 sites dedicated to manufacturing the necessary components and complete units of various heat pumps. This investment aims to accelerate the production of clean technologies and enhance energy security.
Support and Opposition
Biden’s National Climate Advisor, Ali Zaidi, expressed enthusiasm for the president’s use of wartime emergency powers, stating, “The President is turbocharging U.S. manufacturing of clean technologies and strengthening our energy security.”
John Podesta, senior adviser to the president for clean energy innovation and implementation, also praised the decision, commending Biden for recognizing the urgency of the climate crisis.
However, Karen Harbert, President and CEO of the American Gas Association, voiced disagreement with the White House’s approach. Harbert argued that the Defense Production Act should not be used to advance a policy agenda that contradicts the nation’s strong energy position, emphasizing the importance of natural gas in reducing CO2 emissions and ensuring energy system resilience.
New Facilities and Job Creation
As part of the project, two new factories will be constructed: a Treau, Inc. DBA Gradient plant in Michigan and a Mitsubishi Electric plant in Kentucky. The exact locations have yet to be announced. Treau will receive over $17 million, while Mitsubishi will receive $50 million for construction.
The Energy Department estimates that approximately 1,700 jobs will be created across the various projects, with a focus on benefiting disadvantaged communities.
Last year, the Energy Information Administration reported that natural gas accounted for 42% of water and space heating in U.S. residential spaces. The residential sector alone contributes to 15% of overall natural gas consumption. Furthermore, heating and cooling in residential and commercial buildings account for over 35% of the country’s total energy consumption.

How will the designated manufacturing sites for heat pumps contribute to increasing availability and affordability of electric heat pumps, making them accessible to a wider range of consumers
Ction and deployment of electric heat pumps, which are crucial in reducing greenhouse gas emissions and transitioning to a clean energy future.
Electric heat pumps are highly efficient devices that use electricity to transfer heat from one space to another, providing both heating and cooling functions. Unlike traditional heating systems that rely on fossil fuels such as oil or natural gas, heat pumps utilize electricity and natural heat sources, such as the air or ground, to provide heating and cooling. This makes them a cleaner and more sustainable option for meeting the heating and cooling needs of buildings.
By allocating $169 million towards electric heat pump projects, President Biden is demonstrating his commitment to combatting climate change and reducing the nation’s carbon footprint. This investment will not only create jobs and stimulate the economy but also contribute to the achievement of the administration’s climate goals.
The designated sites for manufacturing heat pumps will play a critical role in scaling up production and driving innovation in the sector. These sites will be responsible for manufacturing components such as compressors, coils, and refrigerants, as well as assembling complete units that can be installed in residential, commercial, and industrial buildings. The aim is to increase the availability and affordability of electric heat pumps, making them a viable option for a wider range of consumers.
In addition to the financial support, the Biden administration will work closely with industry experts, scientists, and policymakers to develop standards and regulations that promote the adoption of electric heat pumps. This collaborative effort will ensure that the technology meets the highest standards of efficiency, safety, and environmental sustainability.
The benefits of electric heat pumps extend beyond reducing greenhouse gas emissions. They also offer significant cost savings for consumers. According to the Department of Energy, households that switch from traditional heating systems to electric heat pumps can save up to 50% on their energy bills. This financial incentive, combined with government incentives and rebates, will encourage more individuals and businesses to make the switch, further driving the demand for electric heat pumps.
Furthermore, the deployment of electric heat pumps will contribute to the decentralization of energy systems. By reducing dependence on centralized power plants and utilizing renewable energy sources, such as solar and wind, heat pumps align with the goal of creating a more resilient, secure, and sustainable energy infrastructure.
President Biden’s allocation of $169 million for electric heat pump projects is a significant step towards advancing clean energy technologies and combating climate change. It sets a precedent for future administrations to prioritize climate action and invest in sustainable solutions. With continued support and innovation, electric heat pumps have the potential to revolutionize the way we heat and cool our buildings and contribute to a greener and more prosperous future.
