EXCLUSIVE: House Speaker Kevin McCarthy Plans to Include Funding for Border Wall and Other Border Security Provisions in DHS Appropriations Bill
House Speaker Kevin McCarthy (R-CA) has announced his intention to include funding for the border wall and other crucial border security measures in this year’s Department of Homeland Security (DHS) appropriations bill. This move aims to address the concerns of conservatives who have emphasized the need for these provisions in any spending bill.
According to a document obtained by the Washington Examiner, which was distributed during a meeting in the speaker’s office, a side-by-side comparison of provisions in H.R. 2 (the House’s border security bill passed earlier this year) and the upcoming fiscal year 2024 DHS appropriations bill reveals that many of the provisions from H.R. 2 will be included.

The document highlights that the DHS appropriations bill for this year will allocate $2.1 billion for the border wall, with a requirement to contract within 120 days. Additionally, it will provide $276 million for border technology and $305 million for nonintrusive inspection. The bill will also ensure funding for a total of 22,000 Border Patrol agents and 98,000 Border Patrol air and marine flight hours.
Furthermore, the document reveals that the bill will prohibit funding to various programs and entities that conservatives have strongly opposed. For instance, it will withhold funding from nongovernmental organizations that offer migrant services, such as the Emergency Food and Shelter Program and the Shelter Services Program. Additionally, it will prevent the use of funds to dismantle existing barriers and transport illegal immigrants into the interior of the country.
The DHS appropriations bill also includes several policy provisions. It will prohibit COVID-19 vaccine requirements for DHS personnel, prioritize the detention of illegal immigrants, mandate the public availability of border patrol and immigration data, and require ongoing monitoring throughout the duration of proceedings.
Border security remains a top priority for the Republican conference as lawmakers negotiate appropriations bills. Some members have even threatened to vote against these bills or a continuing resolution if the House Republican Leadership fails to sufficiently address border security concerns during the appropriations process.
“We must secure the border,” emphasized Rep. Byron Donalds (R-FL). “That’s my priority, and it’s the priority of the people of Florida. It’s also the priority of the people in New York. It’s a priority for all Americans, except for Senate Democrats and the White House. While I support funding and keeping the government open, we must fulfill its duty of securing our border.”
