House Speaker Kevin McCarthy (R-CA) is taking a bold step to address conservative concerns by including funding for the border wall and other crucial border security provisions in this year’s homeland security appropriations bill. This move aims to garner support from conservatives who have been adamant about the need for these measures in any spending bill.
A document obtained by the Washington Examiner, which was distributed during a meeting in the speaker’s office, provides a side-by-side comparison of provisions in H.R. 2 (the House’s border security bill passed earlier this year) and the upcoming fiscal 2024 homeland security appropriations bill. This document sheds light on McCarthy’s plans for the bill.

The document reveals that this year’s homeland security appropriations bill will incorporate several provisions from H.R. 2, demonstrating McCarthy’s commitment to addressing border security.
McCarthy has emphasized the urgency of passing the homeland security appropriations bill before the September 30 deadline. According to a source familiar with the proceedings, this bill is one of three that the House is likely to address before the deadline.
The bill will allocate $2.1 billion for the border wall, as outlined in the document, with a requirement to initiate contracts within 120 days. Additionally, it will provide $276 million for border technology and $305 million for nonintrusive inspection. The bill will also allocate funding for a total of 22,000 Border Patrol agents and 98,000 Border Patrol air and marine flight hours.
Furthermore, the document highlights that the bill will restrict funding to various programs and entities that conservatives have vocally opposed. For instance, it will withhold funding from nongovernmental organizations that offer migrant services, such as the Emergency Food and Shelter Program and the Shelter Services Program. Additionally, it will prohibit the use of funds to dismantle existing barriers and transport illegal immigrants into the interior of the country.
The homeland security appropriations bill also includes several policy provisions. According to the document, it will prohibit COVID-19 vaccine requirements for Department of Homeland Security personnel, prioritize the detention of illegal immigrants, mandate the public availability of Border Patrol and immigration data, and require ongoing monitoring throughout legal proceedings.

Border security remains a top priority for the Republican conference as lawmakers negotiate appropriations bills. Some members have even threatened to vote against appropriations bills or a continuing resolution if the House Republican Leadership fails to sufficiently address border security during the appropriations process.
“We must secure the border,” emphasized Rep. Byron Donalds (R-FL). “That’s my priority, and it’s the priority of the people of Florida. It’s also the priority of the people in New York. It’s a priority for all Americans, except for Senate Democrats and the White House. While I support funding and keeping the government open, we must fulfill its duty of securing our border.”
