In a recent discussion with Fox Business, Rep. chip Roy (R-TX) emphasized that President Donald Trump has the authority to manage federal spending. He stated that the power given to the executive branch allows the president to allocate funds responsibly according to the law.This commentary arose amidst ongoing Democratic protests related to issues surrounding Trump and his plans for meaningful budget cuts. Roy highlighted instances of what he termed “wasteful spending” involving USAID funds, such as expenditures on diversity, equity, and inclusion (DEI) initiatives in various countries. He criticized congress for not monitoring spending closely and urged Republicans to unite and take action against these financial excesses, calling for a collective effort to address the situation.

Rep. Chip Roy (R-TX) reminded Democrats protesting DOGE that President Donald Trump has the power to use and manage the nation’s spending.
“All the powers our founders gave were invested in the executive, in the president,” Roy told Fox Business’s Mornings with Maria Bartiromo. “So, the president has the ability to go forward and say, you know what, we’re spending this money the way that we’re supposed to under the law, officially and effectively.”
Roy’s comments came as Democrats continue to lead myriad protests against Elon Musk, DOGE, and Trump’s intention to find a trillion dollars in cuts.
“There’s no requirement that he spend every dollar in any given particular moment,” said Roy. “He just has to deliver on the agenda that Congress put forward and appropriated, but the president has the power to restrict the use of these funds going to places that are not supposed to go.”
Several projects using USAID funding revealed by DOGE include $1.5 million for DEI in Serbia’s workplaces, $70,000 for the production of a DEI musical in Ireland, $47,000 for a transgender opera in Colombia, and $32,000 for a transgender comic book in Peru.
This wasteful spending is partially the result of Congress “being asleep at the switch,” according to Roy.
“It’s a new day in town,” he said. “The president and Elon are exposing it. Now, we can demonstrate that those of us who’ve been fighting this are on the right side. All Republicans need to get on board and work together in Congress and in the administration to support slashing this waste.”
“Thirty-two thousand dollars for a transgender comic book in Peru. Now, that may not seem like too much money, but when there are thousands of these, it’s absurd. It makes peoples’ heads explode,” he continued.
