Chris Talgo: Education Choice for Children Act Would Be a Total Game Changer
The state of our public education system is one of the most pressing issues the United States is currently dealing with. Although there are many reasons for the gradual and steady decline of our public school, the majority of Americans are more focused on ideas than they are on the causes.
One of the most well-liked solutions to this national issue also happens to be the simplest: create fierce competition in the educational sector by allowing almost all parents and students to select the institution that best meets their particular reading requirements.
The school solution organization, which has had great success in recent years, uses this fundamental strategy. The majority of Democratic-run reports have backed down on defending and protecting the public school dominance, and Republican-led states are supporting school choice, so the debate over education options has largely been at the state level.
This raises the question,” Is there any way the discussion of school choice could move from state-level efforts to the national level?” That suggestion has a resounding yes as the truth. The Education Choice for Children Act ( ECCA ) is its official name.
Together with Rep. Adrian Smith( R – NE ), Sen. Bill Cassidy of Louisiana introduced the ECCA in January 2023.
” Kids deserve the right to choose the best educational option for their children, regardless of income ,” says Cassidy. Our proposal gives parents the freedom to choose the school that best meets their kids’ needs.
Similar ideas were echoed by Smith, who said,” Parents, not the government, should always have the last say in what kind of degree their child receives ,” regardless of where they live or their social status.

What would the ECCA actually conduct if it were to become act, then?
First and foremost, the ECCA would establish a federal scholarship tax credit that would” incentivize individual and corporate contributions to non-profit scholarship granting organizations( SGOs ): private donations, not federal money, up to$ 10 billion annually to enable parents to choose the best school or education service for upto two million children.”
It is crucial to note that because the program would only be funded by private donations, it would not be under the Department of Education’s’s purview and would have no effect on federal spending.
Second, SGOs— not irrational federal bureaucrats, which are responsible for deciding how much scholarship funding is given — would be in charge of doing so, easing the enormous amount of paperwork and onerous regulatory obstacles that are frequently associated with federal programs.
The allotted funds could be used for a range of educational-related goods and services, including” education, mentoring for learning loss, degree technology, and special needs solutions.” Individuals may continue attending public schools in more remote areas while using scholarships for things other than education, according to the bill’s’s author.
Next, there would be a huge number of qualified National students who could be awarded this scholarship. All K – 12 students who reside in” households with incomes up to 300 percent of the median income level by region determined by Dept.” would be eligible for the scholarships as the bill is currently written. of Urban Development and Housing.
This means that millions of students who were stranded in dangerous, failing public schools would now have the opportunity to participate in top-notch corporate, charter, or religious schools without worrying about how to pay for tuition and other costs.
A four-person family earning$ 90,000 annually would be perfectly qualified to take part in the ECCA, to put this in its proper context. In other words, families from the lower and middle classes may benefit from this program. In fact, it had essentially level the playing field for certification in one fell sweep.
Now, the ECCA upholds the independence of non-public schools and religious freedom. The ECCA” prohibits political control, mandates, or incursion over SGOs that receive contributions or schools that enroll award recipients” as previously stated because there are no federal funds to bank the system.
This aspect of the system is crucial because the federal government has a history of giving school federal funding in the hopes that if they accept it, they will essentially submit to federal regulations. These schools won’t be subject to the onerous hand of unnecessary governmental regulations because the ECCA makes sure that this does not happen.
The ECCA did, probably most importantly, give hope to the millions of families who reside in blue states, which are explicitly opposed to anything even remotely resembling education option. A quality education is probably the best way to start the cycle of poverty in today’s’s population more than ever. Additionally, every American family deserves the right to seek the best educational path that will prepare their children for success, regardless of their social status.
