In a major victory for Senate Majority Leader Chuck Schumer (D-NY) and the Biden administration, the Department of Transportation has agreed to award a record-breaking $6.88 billion grant to construct a second rail tunnel under the Hudson River. This highly anticipated project, championed by Schumer and other Democrats, is set to transform transportation infrastructure in New York City.
Largest U.S. Transit Grant Ever
The grant secured by Schumer is the largest transit grant in U.S. history, marking a significant milestone for the city. According to the New York Times, Schumer plans to announce the grant in the city on Thursday. The Gateway Development Commission, the sponsor of the tunnel project, will receive official notification from the Transportation Department this week, as confirmed by a White House aide.
A Vision for Progress: Gateway Project
The second rail tunnel is a crucial component of the Gateway project, a long-standing infrastructure initiative supported by Schumer and the Biden administration. This ambitious endeavor is expected to create an impressive 72,000 jobs, providing a much-needed boost to the local economy.

Breaking Free from the Past
Schumer has been tirelessly advocating for the release of the tunnel from the constraints it faced during the previous administration. Former President Donald Trump had refused to fund the project unless it was tied to funding for a border wall. Now, with the federal government’s substantial investment, the tunnel project can finally move forward.
Revitalizing Aging Infrastructure
The new tunnel will serve as an upgrade to the existing single-track tunnels, which have been deteriorating since Hurricane Sandy caused significant damage in 2012. By constructing a parallel tunnel, estimated to cost $16 billion upon completion in 2035, the developers can ensure a more efficient and reliable transportation system. Once the new tunnel is operational, Amtrak will temporarily close the old tracks for repairs.
Collaborative Efforts for Funding
New York Governor Kathy Hochul (D-NY) and New Jersey Governor Phil Murphy (D-NJ) have played a crucial role in securing funding for the tunnel project. Last year, they agreed to split the cost evenly, increasing the project’s chances of receiving federal support. While a formal agreement between Gateway and the U.S. government is expected next year, the developers are actively seeking additional assistance from other federal programs.
Building Back Better
In January, the Biden administration awarded the tunnel project a $295 million grant, utilizing funds from the Bipartisan Infrastructure Law passed in 2021. This initial investment demonstrates the administration’s commitment to improving transportation infrastructure across the nation.
Restoring Pre-COVID Travel Levels
Analysts at the Regional Plan Association predict that the completion of the new tunnel will lead to a resurgence in “trans-Hudson travel,” potentially surpassing pre-COVID-19 levels. The pandemic significantly impacted commuter travel, and the new tunnel aims to restore seamless transportation between New York City and neighboring areas.
Protecting Economic Vitality
Should one of the existing tracks close before the new tunnel’s completion, Amtrak warns of a 75% reduction in train capacity during rush hour between Penn Station and areas west of the Hudson River. Schumer and Democrats emphasize the potential devastating impact on commercial activity if such a scenario were to occur.
“The Gateway program is an essential economic engine for New York and the nation,” stated Governor Hochul, highlighting the significance of this infrastructure project.
Governor Murphy echoed this sentiment, pledging to collaborate with officials on Capitol Hill to secure the remaining funding necessary to complete this urgent and vital infrastructure project.
