CIA Director meets Israeli and Egyptian counterparts in Qatar to address hostage situation

CIA Director William Burns has embarked on a crucial mission to Qatar, where he will engage in high-stakes negotiations with intelligence officials in the Middle East. Their goal? To secure the release of hostages who have been held captive in Gaza since the devastating attack on October 7th.
On Tuesday, Burns returned to Qatar to engage in discussions with intelligence counterparts from Israel and Egypt, as well as the Qatari prime minister. Together, they will deliberate on an existing agreement that led to the release of numerous hostages during a four-day ceasefire.
“Director Burns traveled to Doha for meetings about the ongoing Israel-Hamas war, including continued discussions on the hostages,” a United States official said.
Another official revealed that Burns will also meet with David Barnea, the director of Israel’s intelligence agency Mossad, and Abbas Kamel, the Director of Egyptian General Intelligence, during his stay in Doha.
Burns’ trip to Qatar comes after the truce was extended by two days, providing a glimmer of hope for the hostages’ release.
In addition to the Israeli soldiers who have been abducted, Burns is pushing for the negotiation talks to include male civilians who are also being held captive. This would require an extension of the current six-day temporary pause in the conflict.
Israeli officials have made it clear that the return of their soldiers and citizens will come at a significant cost. For each hostage released by Hamas, three Palestinian prisoners are set free in exchange.
Burns has also emphasized the urgent need for Hamas to release nine American hostages.
Qatari representatives announced on Monday that the temporary ceasefire had been extended for two more days, allowing for the release of additional hostages and the delivery of much-needed humanitarian aid to Gaza.
As a key player in the Biden administration’s efforts to secure the release of hostages, Burns has maintained constant communication with David Barnea, the designated spokesperson for hostage negotiations on the Israeli side.
Earlier in November, Burns met with Barnea and Qatari officials in Doha to discuss the progress of the negotiations. A week and a half later, as the final details of the agreement were being ironed out, Burns attended another meeting in Doha, led by Brett McGurk, the White House’s top Middle East adviser.
The recent releases mark the culmination of a four-phase agreement between Israel and Hamas, resulting in the release of 50 hostages in exchange for a four-day pause in the war.
