Climate Envoy Kerry Refuses to Disclose Staff Names to Congress, Citing No Obligation

Climate Envoy John Kerry, who reports directly to President Joe Biden from a cabinet-level position in the State Department, faced tough questioning on July 13 by Rep. Brian Mast (R-Fla.) about the staff in his office. Kerry refused to disclose the names, citing a violation of the State Department’s process.

During the exchange, Mast presented an org chart labeled “Who’s In Charge?” which appeared mostly empty. Kerry provided the names of his two deputy envoys, Rick Duke and Sue Biniaz, but refused to share any further information.

Mast revealed that a Freedom of Information Act (FOIA) request had been submitted in 2021 regarding Kerry’s office, but the information wouldn’t be provided until 2024. Kerry mentioned that an algorithm determined the delayed response.

The heated exchange took place during a hearing of the House Foreign Affairs Committee’s oversight subcommittee. Mast pointed out that Kerry, as the United States’ first special presidential envoy for climate, did not have to be confirmed by the Senate, unlike standard cabinet-level positions.

Mast also questioned the lack of an easily accessible online presence for Kerry’s office. Kerry directed him to the State Department website and a detailed chart in the Congressional Notice.

Later, Mast asked Kerry about possible U.S. commitments at the upcoming United Nations climate conference, COP28, including climate reparations. Kerry ruled out climate reparations but mentioned exploring cross-border adjustment mechanisms to address carbon-intensive goods.
