Regulating AI: Congress Prepares Bill for AI-Generated Content
Artificial intelligence (AI) has become a powerful tool for generating content, but it also poses a risk of disinformation and deception. To address this issue, Rep. Ritchie Torres (D-N.Y.) is preparing to introduce a bill that will require any content produced by AI to have a Disclaimer attached to it, informing the audience that it was generated by AI.
“The simplest place to start is disclosure. All generative AI—whether the content it generates is text or images, video or audio—should be required to disclose itself as AI,” Torres said.
The bill, titled the “AI Disclosure Act of 2023,” would require any output from AI to include the sentence “Disclaimer: this output has been generated by artificial intelligence.” The Federal Trade Commission will be responsible for enforcing the new rule.
EU Government Asks Big Tech Companies to Tackle AI Problem
The European Union’s (EU) government is also taking steps to address the issue of AI-generated content. EU Commission vice president Vera Jourova has asked big tech companies like Google, Meta, and Microsoft to identify AI-generated content that contains false information and to clearly label it for users.
- Companies offering services that have the potential to spread AI-generated disinformation should roll out technology to “recognize such content and clearly label this to users,” she said.
- Online platforms that have integrated generative AI into their services, such as Microsoft’s Bing search engine and Google’s Bard chatbot, should build safeguards to prevent “malicious actors” from generating disinformation, Jourova said at a briefing in Brussels.
These legislative efforts come after many AI experts and lawmakers have expressed concerns about the future of AI development. Elon Musk, for example, has warned of the existential threat to humanity if AI’s development is left unchecked.
“AI is one of the biggest risks to the future of civilization,” Musk said. “Should we develop nonhuman minds that might eventually outnumber, outsmart, obsolete, and replace us? Should we risk loss of control of our civilization? Such decisions must not be delegated to unelected tech leaders.”
