Democrats will make X owner Elon Musk the centerpiece of a marathon voting session that will stretch through the night as his cost-cutting department becomes the focal point of their resistance to President Donald Trump.
Democrats are expected to put forward a tranche of amendments Thursday afternoon that challenge or limit the authority of Musk, the billionaire adviser to Trump who has become synonymous with the Department of Government Efficiency.
The voting session, known colloquially as a “vote-a-rama,” allows the Senate to move forward on a GOP budget resolution that unlocks some $340 billion in border and defense spending.
But Democrats will use the process, which grants the minority party an unlimited number of amendment votes, to test out a new messaging strategy following their 2024 election loss.
The first amendment for the evening would prevent Republicans from passing tax cuts for billionaires as Democrats embrace economic populism to win back Trump’s blue-collar voting base.
“In just one month, Donald Trump and Republicans have eviscerated so many of our institutions in order to cater to the whims of billionaires,” Senate Minority Leader Chuck Schumer (D-NY) said Thursday morning from the Senate floor.
Musk is central to that narrative. In his speech, Schumer named him repeatedly, each time as a wealthy boogeyman, while other Democrats used their floor remarks on Thursday to insist that Musk is running roughshod over the Constitution with his efforts to slash federal programs.
The vote-a-rama, which lasted 15 hours in 2022, is expected to revisit many of the amendments Democrats introduced last week, when the Senate Budget Committee held a markup for the border resolution.
One would prevent Republicans from making cuts to Medicaid as House Republicans eye $2 trillion in spending cuts.
Others would limit Trump’s military authority, curtailing his ability to occupy war-torn Gaza or conduct mass deportations using U.S. soldiers.
More target Musk directly, either proposing an audit of DOGE or barring legislation that could benefit him financially.
In total, the amendments represent an attempt by Democrats to steady themselves after being swept out of power.
For the first time in the minority, they can put vulnerable Republicans on defense with votes that test their willingness to buck the president and repudiate his administration’s early actions.
TRACKING WHAT DOGE IS DOING ACROSS THE FEDERAL GOVERNMENT
None of the amendments are binding, given that the resolution does not have the force of law, and with a 53-47 majority, Republicans can shoot down most or all of them.
But they are expected to exacerbate quiet divisions within the GOP over DOGE, which has drawn soft GOP criticism over the speed and breadth of its government jobs cuts.
