The Labor Government Streamlines Migration for Overseas Students in Australia
The Labor government is taking steps to streamline migration for overseas students in Australia, making it easier for them to pursue their education and potentially stay in the country permanently.
Currently, overseas students are required to comply with the Genuine Temporary Entrant (GTE) when applying to study in Australia. This requirement asks students to demonstrate their genuine intention to stay in Australia for educational purposes.
Under the GTE, students must provide a 300-word statement of purpose explaining their personal circumstances, their potential situation in Australia, and the value of the program to their future.
Previously, if students expressed any intention of remaining in Australia permanently, their applications would be rejected. However, the GTE requirement also stated that it “is not intended to exclude students who, after studying in Australia, develop skills Australian seeds and who then go on to apply for permanent residence.”
The Labor government has made it clear that their migration reform will prioritize permanent migration over temporary migration.
Genuine Students Were Denied Entry: Education Body
According to Phil Honeywood, CEO of the International Education Association of Australia, denying students who express a wish to stay but also have vital skills in STEM or allied health would be detrimental to Australia. He warned that the country would be “cutting off our nose” by rejecting these students. Mr. Honeywood emphasized that many genuine student applicants have been denied entry simply for being honest about their aspirations after graduating with an Australian qualification.
The Labor government’s 2021 policy document states that their migration reform aims to ensure that no migrant is “permanently temporary.” They plan to align the permanent and temporary migration programs, providing pathways to permanent visas and citizenship for migrants with priority skills in shortage in Australia.
‘A Guest Worker Nation’
Last year, Labor’s Home Affairs spokesperson, Kristina Kenneally, expressed concerns about Australia becoming a “guest worker nation.” She believes that the migration program should prioritize permanent migration to create a nation of people with equal rights and a shared interest in national success.
However, the opposition has criticized Labor’s migration policy for its lack of consistency. Former Immigration Minister Alex Hawke accused Labor of having no clear or consistent policy on immigration, calling their ideas “thought bubbles.”
According to a government review of the migration system released in 2023, international students play a significant role in Australia’s economy. They contribute financially to educational institutions and have the potential to make valuable contributions to society and the economy as permanent residents. However, the review also highlights that the current settings do not allow all students and graduates to reach their labor market potential, leading to under-utilization of their skills and attributes.

There have been concerns about fraudulent international student visa scams, highlighting the need for effective measures to protect genuine students and maintain the integrity of the migration system.
