Concerns about shoplifting and the perception of increased criminal boldness have been raised in the community. LAPD Chief Michel Moore attributes this to lenient laws passed by California voters, which have weakened the consequences for such crimes.
“The criminal justice system looks at these types of crimes [shoplifting], and it’s really based on what California—the population—have voted into law,” Chief Moore explained. “The consequences of that—whether it be through zero bail or reduced charges—have resulted in weakened probation and immediate release for repeat offenders.”
