Hunter Biden’s foreign business ventures have become a hot topic of discussion, especially during a recent courtroom hearing. His attorneys expressed concern over a potential plea agreement that could expose him to charges of acting as an unregistered foreign agent.

CEFC China Energy
One of the most controversial cases involves Hunter Biden’s involvement with CEFC China Energy, a Chinese energy conglomerate linked to the Chinese Communist Party. In 2017 and 2018, Biden received $6 million for consulting and legal work. He claimed that his efforts would benefit both China and the United States. CEFC China Energy was developing infrastructure projects for Beijing’s Belt and Road Initiative, a highly contentious initiative.
The Justice Department considers CEFC China Energy a foreign principal under the Foreign Agents Registration Act. This was highlighted in the recent indictment of Gal Luft, an Israeli-American think tank executive who was paid by CEFC to produce op-eds promoting Chinese government policies.
Burisma Holdings
Another case that has attracted significant attention is Hunter Biden’s involvement with Ukrainian gas giant Burisma Holdings. From 2014 to 2018, he received millions of dollars while serving on its board of directors.
Emails and allegations from his former business partner suggest that Hunter Biden used his influence to advocate for Burisma Holdings with American officials, including his father when he was vice president. There are also claims that he frequently put his dad on speakerphone during meetings with Burisma’s owner.
Romanian Businessman Gabriel Popoviciu
Hunter Biden’s meetings with the United States’ ambassador to Romania on behalf of Romanian businessman Gabriel Popoviciu have raised eyebrows. Popoviciu sought American support in his bribery case in Europe and paid Biden at least $1 million for assistance.
Former FBI director Louis Freeh, a family friend, was also involved in the case. Freeh discussed the investigation with top FBI officials and American diplomats. Neither Hunter Biden nor Freeh registered their activities under the Foreign Agents Registration Act.

Lastly, Hunter Biden spearheaded a lobbying campaign to establish a partnership between the Chinese People’s Association for Friendship with Foreign Countries and the State Legislative Leaders Foundation. This campaign aimed to gain official recognition from the Obama-Biden administration and open doors for a lucrative partnership with Harvest Management in Beijing.
Emails reveal Hunter Biden’s commitment to making the partnership work, arranging meetings with influential individuals, including then-State Department official Evan Ryan, who is married to Secretary of State Antony Blinken.
