France to raise retirement age without vote via special provision

TThursday was a day in which the French government used a provision of their constitution to bypass the nation’s legislature to amend the country’s pension system, including increasing the age at retirement.

As the government raised the retirement age from 64 to 62 without voting, Article 49, paragraph 3 of the French Constitution was invoked. Emmanuel Macron, the French President, had advocated for raising the retirement age to prevent the country’s debt.

Macron’s reelection opponent Marine Le Pen and her far right party are expected to call the vote. An outline of the vote suggests it could be called as soon as next week. The proposal will need to be approved by more than half the National Assembly. If the vote of no confidence passes, it will be the first time since 1962 that the French government has removed an incumbent president. The pension change will be approved if it fails.

As the United States contemplates its future in social security and retirement payments, Macron’s risk is a real concern. Bipartisan senators in the U.S. Senate introduced a similar move earlier this year. They proposed raising the retirement age from 67 to 70.

The Social Security Administration states that if Congress fails to make any changes to Social Security the trust will expire by 2037.
