Freshman Rep. Andy Ogles (R-TN) filed a bill on Friday that aims to repeal the D.C. Home Rule Act and restore Congress’ authority over the district.
Citing the alarming rise in crime rates in Washington, Ogles argues that it is crucial for Congress to retake its “constitutional authority” over the district. The D.C. Home Rule Act, which was passed in 1973, would be repealed under this bill, granting some congressional powers to the local government.
Inflation Complicates Biden’s Path Back to the White House
During the first nine days of August alone, the district witnessed 16 homicides, bringing the total number of homicides this year to over 160. This represents a 28% increase compared to the previous year. If the trend continues, the district is on track to surpass 200 homicides for the third consecutive year, reaching levels not seen in over two decades.
In response to this alarming situation, Ogles, along with co-sponsors Reps. Byron Donalds (R-FL) and Matt Rosendale (R-MT), introduced the Seat of Government Act.

“In the first 5 days of August, DC saw 13 homicides. The Nation’s capital has been overrun with violent crime, drugs, theft, homelessness, and riots,” Ogles stated. ”The Constitution places the authority and responsibility of DC administration with the Congress — not with a DC Mayor or a DC City Council. Congress needs to reclaim its Constitutional authority and make our Nation’s capital safe again, which is why I’m introducing the Seat of Government Act to repeal the DC Home Rule Act.”
Despite the existence of the Home Rule Act, Congress still maintains oversight over the district and has the power to override local legislation. In fact, as recently as March, Congress overturned Washington’s crime bill, with President Joe Biden signing the measure to block it.
