House Republicans Subpoena NIH Director in Investigation of Top Aide to Fauci
House Republicans have taken a significant step in their investigation into David Morens, a top aide to former head of the National Institute on Allergy and Infectious Diseases Anthony Fauci. Acting National Institutes of Health Director Lawrence Tabak has been subpoenaed by the Select Subcommittee on the Coronavirus Pandemic. The committee began investigating Morens after uncovering emails that revealed his use of a personal email account to conduct NIH business, in an attempt to avoid Freedom of Information Act requests. Morens also expressed his intention to delete unfavorable information before it could reach the New York Times.
Concerns Over COVID-19 Policy
Fauci, who played a leading role in COVID-19 policy under both Presidents Donald Trump and Joe Biden, retired from the NIH in December 2022. Since then, the congressional investigation into Morens has gained momentum. The National Archives and Records Administration has also initiated an inquiry into Morens’s record-keeping practices. While the NIH conducted an internal investigation into Morens, no evidence of premature destruction of federal records was found.
“Any government official who deletes federal records and purposefully sidesteps accountability to the American people must be thoroughly investigated,” said Chairman Brad Wenstrup (R-OH) in the cover letter accompanying the subpoena. “This blatant disregard for the law during the COVID-19 pandemic is extremely concerning…. Today’s subpoena is another step in our pursuit to hold NIH and Dr. Morens accountable.”
Morens, who has been a senior adviser to the director of the NIAID since 1998, has also worked in respiratory diseases for the Centers for Disease Control and Prevention. His LinkedIn profile currently indicates that he is “Open to Work,” suggesting he is seeking new employment.
Wenstrup emphasized the importance of Morens’s official communications and the NIH investigation in shedding light on the origins of the SARS-CoV-2 virus. He believes these documents may also reveal efforts to suppress or disregard the possibility that COVID-19 originated from a laboratory in Wuhan, China.
The Select Subcommittee Democrats share concerns about Morens’s conduct, stating that the evasion of public transparency requirements by any government official is unacceptable and a violation of the public’s trust. They remain hopeful that reasonable accommodations will be reached as the Administration evaluates the matter.
Subpoena Details and Upcoming Hearing
The subpoena requests all documents and communications related to Morens’s awareness of the congressional investigation, as well as any government or personal emails and cellphone messages in response to the NARA inquiry. The Oversight Committee, chaired by James Comer (R-KY), signed the subpoena order, requiring Tabak to provide the requested documents by October 20 at noon.
In addition, the Senate Health, Education, Labor and Pensions Committee has scheduled a hearing for President Joe Biden’s nominee for NIH director, Monica Bertagnolli, on October 18.

Why is it important to hold government officials accountable and ensure the findings of investigations are made public
Ated,” said Representative Steve Scalise, the ranking Republican on the Select Subcommittee. “We need to determine the extent of Morens’s misconduct and whether it influenced COVID-19 policy decisions. The American people deserve transparency and the assurance that their government is acting in their best interests.”
Importance of Transparency and Accountability
The subpoena of NIH Director Lawrence Tabak marks a crucial moment in the investigation, as it represents a clear commitment to holding individuals accountable for their actions. Transparency is a cornerstone of effective governance, and it is imperative that government officials operate within the boundaries of the law. When individuals attempt to evade accountability and withhold information from the public, it undermines trust in the government and compromises the functioning of democracy.
In this case, the emails uncovered by the Select Subcommittee raise serious concerns about Morens’s conduct and his intentions to manipulate the information made available to the public. His use of a personal email account to conduct official business in an attempt to bypass Freedom of Information Act requests is a direct violation of the principles of transparency and accountability. Furthermore, his expressed intention to delete unfavorable information goes against the very essence of governmental responsibility to provide accurate and complete information to the public.
Potential Implications for COVID-19 Response
The investigation into Morens’s actions is particularly significant given his role as a top aide to Dr. Anthony Fauci, who played a leading role in shaping COVID-19 policies. It is crucial to determine if Morens’s misconduct had any impact on the development and implementation of these policies, as public health decisions during a pandemic have far-reaching consequences.
If it is revealed that Morens manipulated or withheld crucial information, it raises serious questions about the integrity of the decision-making process and the trustworthiness of the guidance provided to the public. This investigation has the potential to shed light on any possible political biases, conflicts of interest, or undue influence that may have influenced COVID-19 policies under the previous administration.
A Call for Accountability and Learning
The subpoena of Lawrence Tabak and the ongoing investigation into David Morens are essential steps in the pursuit of truth, transparency, and accountability. It is through these processes that we can uncover any wrongdoing, learn from past mistakes, and ensure that our government officials are held to the highest standards.
The American people deserve to have confidence in the integrity of their institutions and the individuals who serve them. As this investigation continues, it is crucial that the findings are made public and appropriate actions are taken to rectify any transgressions. By upholding the principles of transparency and accountability, we can reinforce the trust between the government and the people it serves, ultimately leading to stronger and more effective governance.
