House inquiry into Jan. 6 pipe bombs finds numerous security failures
A House investigation uncovered a half-dozen security failures by federal law enforcement that occurred after an unknown suspect left live explosive devices next to Republican and Democratic headquarters in Washington, D.C., on Jan. 6, 2021.
Two Republican-led subcommittees revealed the findings in an 81-page report on Thursday, saying that the Secret Service’s and U.S. Capitol Police’s actions “constituted a series of egregious safety and security failures” that endangered Vice President Kamala Harris, former House Speaker Nancy Pelosi, and many civilian passersby.

The House investigation, led by Reps. Barry Loudermilk (R-AL) and Thomas Massie (R-KY), also shed new light on the extent of the FBI’s initial efforts to identify a suspect in the case and how the dead-end leads caused the bureau’s inquiry to fizzle out after about two months.
The suspect, dressed in a hooded sweatshirt and face covering, was seen on surveillance footage planting the two pipe bombs the night before the election certification was set to take place at the U.S. Capitol. The suspect remains at large four years later and the FBI has continued to offer a $500,000 award in the case.
The bombs, as detailed in the House report, remained in place for more than 16 hours, and, according to the FBI, they were “viable” explosives built with 60-minute timers. They were first discovered after a woman went out into an alleyway to do laundry around noon on Jan. 6 and saw one of the bombs near the Republican National Committee headquarters.

The discovery set off a furious bomb search and manhunt that led to officials also finding a twin pipe bomb outside the Democratic National Committee headquarters while Harris was inside the building, according to the report.
The Secret Service had performed a security sweep of the DNC in preparation for Harris’s visit but failed to identify the explosive device there, the report said. The detail was previously reported in the media, but the House report provided new, meticulous details about how close law enforcement had come to the bomb.
“Prior to Vice President-elect Harris’s 11:25 AM arrival, at least ten different USSS agents and two canine units came within feet of the pipe bomb yet never discovered the device,” the report said. “In fact, at least one USSS agent spent five hours posted near the garage entrance throughout the morning and early afternoon before the pipe bomb’s discovery.”
The report also noted that Pelosi, the former Democratic speaker from California, was in a motorcade that came “within feet” of the pipe bomb.

The report contains new information about the FBI’s investigative efforts, including how the bureau identified several persons of interest at the beginning of its search for a suspect. For example, the FBI investigated a person who searched “pipe bomb DC” on the internet, as well as a person who had recently purchased Nike Air Max Speed Turf sneakers, the same shoes seen on the suspect in the surveillance footage.
“In the immediate aftermath of January 6, the FBI’s case team worked aggressively to cultivate and pursue leads toward apprehending the pipe bomb suspect,” the report stated.
It noted that the FBI began “diverting resources” away from the inquiry by the end of February 2021 because of a lack of credible leads.

The bombs, discovered blocks from the Capitol building, contributed to the mayhem of Jan. 6 and were found right around the same time that thousands of rioters breached restricted areas of the Capitol. A conspiracy theory elevated by loud voices on the Right, including former Rep. Matt Gaetz, was that law enforcement planted the bombs to divert police resources away from the Capitol building.
The report does not offer any new evidence to support that theory, but it does criticize the FBI for failing to provide clarity to the House subcommittees about what it meant when it described the pipe bombs as “viable.”
“Traditionally, bomb technicians deliberately avoid using vague language, choosing instead to refer to a bomb as a ‘device’ if it would ‘function as designed’ or as a ‘hoax,’” the report stated. “In the case of the pipe bombs, it is unclear why the FBI insists on using a vague, non-standard description.”
