Burisma sought prosecutor’s ‘help’ days before Biden speech, Hunter Biden investigation reveals.
Devon Archer Testifies: Burisma Officials Pressured Hunter Biden
During a 2015 meeting in Dubai, Burisma officials put pressure on Hunter Biden to take action regarding Ukraine’s prosecutor general, according to Devon Archer’s testimony on Monday. Just days later, Joe Biden delivered a speech denouncing the corrupt prosecutor and threatened to withhold aid from Ukraine unless he was removed.
The Dubai Meeting
Archer, Hunter Biden’s former business associate and fellow Burisma board member, revealed during his testimony that on December 4, 2015, a meeting took place at the Four Seasons Hotel in Dubai. Present at the meeting were Hunter Biden, Archer, and two Burisma executives, Mykola Zlocevsky and Vadym Pozharskyi. They were discussing the company’s challenges when Zlocevsky informed Hunter Biden that Burisma needed assistance from the United States government to handle the pressure from Ukrainian prosecutor Viktor Shokin. Archer did not confirm whether the “D.C.” mentioned in the conversation referred to then-Vice President Joe Biden.
Joe Biden’s Visit to Ukraine
Three days after the Dubai meeting, on December 7, 2015, Joe Biden traveled to Ukraine. This visit was initially announced by the White House before the Dubai meeting took place. Originally planning to announce an additional $1 billion in loan guarantees to aid Ukraine’s economy, Biden changed his plans en route to Kyiv. Instead, he delivered a speech on December 8, 2015, criticizing the corrupt practices of General Prosecutor Shokin.
“But I can tell you, you cannot name me a single democracy in the world where the cancer of corruption is prevalent,” Joe Biden declared to Ukraine’s Verkhovna Rada. “You cannot name me one. They are thoroughly inconsistent. And it’s not enough to set up a new anti-corruption bureau and establish a special prosecutor fighting corruption. The Office of the General Prosecutor desperately needs reform.”
During this December 2015 trip, Joe Biden also issued a threat to the Ukrainian government. He warned that the United States would withhold $1 billion in loan guarantees unless Ukraine fired Shokin, who was widely criticized in the West for his inadequate efforts to combat corruption. The U.S. ambassador to Ukraine, the European Union, the International Monetary Fund, and other allies shared the same objective. As a result, Shokin was removed from office in March 2016.
Hunter Biden’s Involvement
Devon Archer’s testimony also shed light on Hunter Biden’s attempt to take credit for his father’s actions. According to Archer, Hunter claimed responsibility for his father’s April 22, 2014, visit to Ukraine. However, Hunter had no involvement in the visit, as confirmed by Rep. Dan Goldman. This behavior was part of a pattern where Hunter sought to create the illusion of access to his father and take credit for actions he had no part in.
It is important to note that the White House has not responded to requests for comment on these revelations. Matthew L. Schwartz, managing partner of Boies Schiller Flexner LLP and counsel to Archer, stated that Archer provided honest and complete answers during his voluntary interview with the House Oversight Committee. The decision on how to proceed with this information lies with the committee and others.
