President Joe Biden has submitted a supplemental funding request to Congress, totaling more than $100 billion. This includes a significant allocation of more than $60 billion for Ukraine and $14 billion for Israel.

“Hamas and [Russian President Vladimir] Putin represent different threats, but they share this in common: They both want to completely annihilate a neighboring democracy,” stated President Biden passionately from behind the Resolute Desk. ”American leadership is what holds the world together. … To put all that at risk if we walk away from Ukraine, if we turn our backs on Israel, is just not worth it.”
The supplemental request specifically designates approximately .4 billion for Ukraine. Half of this amount will aid the Department of Defense in replenishing its stockpiles, which were depleted due to previous assistance provided to Ukraine. An additional $14.4 billion will support the department’s ongoing military and intelligence efforts, while $16.3 billion will be allocated to the State Department and the U.S. Agency for International Development for economic, security, and operational aid.
Furthermore, the request includes $14.3 billion for Israel, with $10.6 billion directed towards the military for aid, missile defense support, industrial base investments, and replenishing depleted stockpiles.
Director of the Office of Management and Budget Shalanda Young emphasized:
“Funding will expand production lines, strengthen the American economy, keep us safe, and create new American jobs. This request also addresses the global humanitarian impacts of Russia’s brutal invasion of Ukraine and of Hamas’s horrific attacks on Israel, including by extending humanitarian assistance to civilians in Gaza. It provides resources to ensure we can compete with that offer in developing countries a better value proposition, and it supports us capabilities and initiatives that bolster security and stability in the Indo-Pacific.”
Due to the current absence of a speaker of the House, the request is not expected to be immediately voted on by Congress. The House of Representatives remains divided, with a small group of Republicans successfully removing former Speaker Kevin McCarthy (R-CA), but no consensus has been reached on his replacement.
Moreover, House Republicans are divided on the issue of continued funding for Ukraine as the conflict persists. Similarly, a smaller but vocal group of progressive Democrats have raised concerns about ongoing support for Israel.
