Los Angeles City Council Investigates Texas Governor’s Actions
LOS ANGELES—Amidst the arrival of yet another bus of migrants from Texas, the City Council of Los Angeles has taken a bold step. On August 30, they approved a motion requesting the City Attorney’s Office to investigate whether Texas Governor Greg Abbott committed any crimes. This investigation stems from Governor Abbott’s decision to send 42 migrants on a grueling 23-hour bus ride to downtown Los Angeles in June.
The motion, introduced by council members Eunisses Hernandez, Nithya Raman, Monica Rodriguez, and Hugo Soto-Martínez on June 16, calls for potential legal action against the state of Texas, Governor Abbott, and any other entities involved in the planning and execution of this migrant transportation. The council voted unanimously, 13–0, in favor of the motion.

Notably, council members Hernandez and Curren Price were absent during the vote.
Since June 14, Texas has sent a total of 11 buses carrying 435 migrants to Los Angeles. The most recent bus arrived on Wednesday, bringing 35 asylum seekers from Guatemala, Honduras, Peru, Russia, and Venezuela, according to the Coalition for Humane Immigrant Rights.
Both Governor Abbott and Florida Governor Ron DeSantis, who has sent similar shipments of migrants to New York, have defended their decisions. They argue that their states are overwhelmed by the influx of immigrants entering the country illegally. Governor Abbott specifically referenced the council’s recent declaration of Los Angeles as a “Sanctuary City.”
Prior to the council’s vote, Councilman Hugo Soto-Martínez criticized the actions of Governor Abbott and Governor DeSantis, stating, “The competition between these Republican governors about who could be more racist, I think, is just an utter failure and shows clearly that they do not have any intention to govern effectively.”
Soto-Martínez further highlighted Governor Abbott’s decision to send a bus of migrants, including children, to Los Angeles during the city’s preparations for Tropical Storm Hilary. He emphasized the need for a thorough investigation into the governor’s actions, stating, “The callous disregard for the lives of these families deserves full accountability.”
As of now, Governor Abbott’s office has not responded to requests for comment regarding the council’s actions.
In addition to the motion, the council also passed a resolution, again with a unanimous 13–0 vote. This resolution calls upon Los Angeles County District Attorney George Gascón, State Attorney General Rob Bonta, and U.S. Attorney General Merrick Garland to investigate and report on the same issue. It also urges the county, state, and federal governments to provide housing, placement, and necessary resources to ensure a dignified welcome for the migrants in Los Angeles.
In response to the criticism, Governor Abbott defended his actions, stating, “Texas’ small border towns remain overwhelmed and overrun by the thousands of people illegally crossing into Texas from Mexico because of President Biden’s refusal to secure the border. Los Angeles is a major city that migrants seek to go to, particularly now that its city leaders approved its self-declared sanctuary city status. Our border communities are on the front lines of President Biden’s border crisis, and Texas will continue providing this much-needed relief until he steps up to do his job and secure the border.”
On June 9, the City Council had previously sought to establish Los Angeles as a sanctuary city, further fueling the ongoing debate surrounding immigration policies.
