Speaker Kevin Mccarthy Expects Short-Term Continuing Resolution to Avoid Government Shutdown
Speaker Kevin Mccarthy (R-CA) expressed his belief in a Republican member-only conference call that a short-term continuing resolution will be necessary to provide more time for negotiations on appropriation bills between the House and Senate.
The government’s funding is set to expire on Oct. 1, leaving the House with only 12 working days to pass their remaining 11 appropriations bills, engage in conference committee discussions with the Senate, and ensure the government remains funded.
While acknowledging the progress made in passing the military construction and veteran affairs bill, McCarthy emphasized the need for a short-term continuing resolution to prevent a government shutdown and ensure that Republican priorities are included in the final appropriations bills.
“In any event, I do expect a short-term CR will be needed to finish all the work that we set out to do,” McCarthy stated during the call.
However, McCarthy made it clear that he does not want the short-term continuing resolution to extend close to the holidays. He emphasized the importance of it being a true short-term resolution, solely providing funding while lawmakers work towards passing all 12 appropriations bills.
During the call, McCarthy revealed that he had discussed the matter with Senate Majority Leader Chuck Schumer (D-NY) before the recess. Both leaders agreed on the need for negotiations between the two chambers on their respective appropriations bills.
“I also told [Schumer], if we can get working, if he could start moving his appropriation bills, we can move ours, we can get into a conference, and if we had to do a short-term CR based upon the number of days, I do not want to do a CR that jams us up against Christmas or the holidays,” McCarthy explained. “Not going to do that, not going to play that game. We’re going to pass this on the merits of what’s in these bills and what the policy is. It’s just a better way to govern and a better way for all of us to achieve what America wants us to be able to achieve.”
However, there is a potential obstacle as members of the House Freedom Caucus have explicitly stated their opposition to a short-term continuing resolution and have expressed no fear of a government shutdown.
