Microsoft President Brad Smith On The Dark Side Of AI Search Engines: ‘We’re Going To Need Laws’

Brad Smith, Microsoft president, said this weekend during an interview that legislators will have to regulate what artificial intelligence chatbots can accomplish before companies that might be irresponsible release products that are able do dangerous things like teach people how to build bombs.

During an interview on CBS News, Smith said the following. “60 Minutes.” He also advocated for the positives he believes will be derived from AI technologies being available to the general public.

Leslie Stahl, co-host of the show asked Smith how he could prevent Baidu’s release of a product that can be misused for nefarious purposes.

“I think we’re going to need governments, we’re gonna need rules, we’re gonna need laws,” He said. “Because that’s the only way to avoid a race to the bottom. I think it’s inevitable.”

Lesley Stahl: Are you concerned that you have made this AI Bot available too quickly?

Brad Smith, I think it’s a good idea to release this tool sooner than we should. We have created an innovative tool people can use to become more critical, more creative and achieve more in their daily lives. Like all tools, it may be used in ways you don’t want.

Lesley Stahl: Do you believe the benefits are greater than the risks? This is what a lot people might look at right now and decide. “Wait a minute. Those risks are too big”?

Brad Smith: Because I think– first of all, I think the benefits are so great. The United States is in an extremely competitive race with China and this can have a major economic impact.

Smith mentioned potential productivity improvements.

Brad Smith: Automating routine can be done by it. There are some aspects that we might consider tedious today, but I believe there are others. Looking at forms and filling them out to make sure they are correct.

Lesley Stahl: Do you have any idea of the jobs it will replace?

Inaccuracies, biases, and misinformation have forced tech companies in the past to dismantle AI systems. In 2016, even Microsoft took down AI systems. Microsoft even did it in 2016!

Lesley Stahl: There are always inaccuracies. The inaccuracies are just constant.

Brad Smith: It has been the case that with each passing day and week we’re able to improve the accuracy of the results, you know, reduce– you know, whether it’s hateful comments or inaccurate statements, or other things that we just don’t want this to be used to do.

Lesley Stahl: How does it work when smaller companies than Microsoft or Baidu, a Chinese firm, are involved? They might not be held responsible. Is there anything that could prevent this?

Brad Smith: We’re going need governments. Rules are gonna be needed, laws will be required. This is the only way we can avoid a race down the middle.

Lesley Stahl: Are you proposing regulations?

Brad Smith: This is inevitable.

Lesley Stahl: Wow.

Lesley Stahl Is it possible to accept technology from the FAA? Do you agree?

Brad Smith: Yes, I would. A digital regulatory commission could, if done correctly, be exactly what the public wants and needs.
