Johnson issued the order Tuesday, noting flags will be at full-staff “to celebrate our country coming together behind the inauguration of our 47th President, Donald Trump.”

Flags will then be returned to the Carter mourning period order on the following day, according to Johnson’s order. 

Biden issued the order on Dec. 30, just one day after Carter’s death, to fly flags at half-staff until Jan. 28. That issue applies to all U.S. flags at the White House as well as all public buildings and grounds, military posts, and naval stations as well as on federal naval vessels throughout the United States and its territories. 

That order is in accordance with the U.S. Flag Code of Conduct, which says flags are to be displayed at half-staff for “30 days from the death of the President or a former President.”

However, some states have already broken with that code, with Gov. Greg Abbott (R-TX) ordering Monday to raise the flags on Inauguration Day despite the White House order. 

“While we honor the service of a former President, we must also celebrate the service of an incoming President and the bright future ahead for the United States of America,” Abbott said in a statement. 

Flags at Trump’s Mar-a-Lago resort have also returned flags to full-staff despite briefly flying them at half-staff following the White House order. The Washington Examiner reached out to Trump’s team for comment on that decision.
