NH Attorney General probes fake Biden robocall
New Hampshire Launches Investigation into Fake Biden Robocall Urging Democrats Not to Vote
The Office of the Attorney General in New Hampshire has announced an investigation into complaints about a robocall featuring a deepfake voice of President Joe Biden urging Democrats not to vote in the primary on Tuesday.
The robocall, sent on January 21, 2024, claimed that “your vote makes a difference in November, not this Tuesday.” However, the voice in the call appears to be artificially generated, according to initial indications.
The call was “spoofed” to falsely show that it had been sent by the treasurer of a political committee supporting President Biden’s write-in efforts in the New Hampshire Democratic Presidential Primary. The message directed recipients to call the treasurer’s number to be removed from the calling list.

New Hampshire has chosen to defy the Democratic National Committee (DNC) by holding its first-in-the-nation primary for Democrats on January 23, despite the DNC’s decision to shake up its primary schedule and select South Carolina as the first state on its calendar. The GOP is also holding its presidential primary on Tuesday.
Biden’s name is not on the New Hampshire primary ballot as his campaign decided not to file for it in compliance with the DNC’s rules. However, there is a write-in effort to have him win the contest over other candidates like Rep. Dean Phillips (D-MN) and self-help author Marianne Williamson.
Biden’s campaign manager, Julie Chávez Rodríguez, has referred the robocall matter to New Hampshire Attorney General John Formella and stated that the campaign is actively discussing other actions.

“Spreading disinformation to suppress voting and deliberately undermine free and fair elections will not stand, and fighting back against any attempt to undermine our democracy will continue to be a top priority for this campaign,” Chávez Rodríguez added.
The robocall messages, which can be heard here, are considered an unlawful attempt to disrupt the New Hampshire Presidential Primary Election and suppress voters. The Office of the Attorney General urges New Hampshire voters to disregard the content of the message entirely.
Voting in the New Hampshire Presidential Primary Election does not prevent voters from also voting in the November General Election. Recipients of the robocall are encouraged to send an email to the Department of Justice Election Law Unit ([email protected]) with details about the call, including the date, time, origin, content, and any other relevant information. The investigation by the Election Law Unit is ongoing.
What steps can be taken to restore trust in the democratic system after such a malicious attempt to manipulate the outcome of an election
Such as Senators Elizabeth Warren and Bernie Sanders.
The fake robocall, which specifically targeted Democratic voters, is seen as an attempt to suppress the turnout for the primary. By using a deepfake voice of President Biden, the caller aimed to deceive recipients into believing that Biden himself was urging them not to vote. This malicious tactic undermines the democratic process and seeks to manipulate the outcome of the primary election.
The New Hampshire Attorney General’s Office is taking this matter seriously and has launched an investigation into the origins of the robocall. Their goal is to identify the individuals or organizations responsible for the call and hold them accountable for their actions. It is crucial to determine if any laws have been violated and to take appropriate legal measures against those involved.
The use of deepfake technology in political campaigns is a concerning development. Deepfakes have the potential to spread misinformation, manipulate public opinion, and disrupt democratic processes. This incident in New Hampshire serves as a wake-up call for the need to address the growing threat of deepfake technology and enact legislation to regulate its use.
The Democratic National Committee (DNC) has also expressed its concern over the robocall and has condemned any attempts to suppress voter turnout. The DNC has urged all Democratic voters in New Hampshire to exercise their right to vote and not fall victim to fraudulent tactics aimed at discouraging their participation in the primary.
This incident highlights the importance of vigilance and critical thinking when it comes to political communications. It is essential for voters to be aware of potential misinformation campaigns and to verify the authenticity of any communication they receive. Fact-checking, seeking information from trusted sources, and reporting suspicious activities are important steps in safeguarding the integrity of our elections.
As investigations into the robocall proceed, it is crucial for authorities to determine the extent of the campaign’s impact on voter turnout, as well as any potential connections to other political actors or groups. Transparency in the investigative process will help restore trust in the democratic system and ensure that such acts of deception are not repeated in the future.
In conclusion, the fake robocall featuring a deepfake voice of President Biden urging Democrats not to vote in the New Hampshire primary is a serious violation of the democratic process. The investigation launched by the New Hampshire Attorney General’s Office aims to identify the responsible parties and hold them accountable for their actions. This incident serves as a reminder of the importance of addressing the threat of deepfake technology and protecting the integrity of our elections. It is essential for voters to remain vigilant, fact-check information, and report any suspicious activities to safeguard the democratic process.
