North Carolina proposal scraps DMV for new authority
(The Center Square) – Renaming and redirecting chain of command is proposed in the North Carolina General Assembly for the agency the state’s 11 million residents access for driver’s licenses, and for vehicle titles and registrations.
The idea comes together in two stages, the first part potentially to be enacted July 1 and the second when complete.
First, the nine-member Board of Motor Vehicles is created through appointments from six entities. It would appoint a commissioner and administer the Division of Motor Vehicles. That role is currently done by a governor’s appointment of the secretary to the Department of Transportation.
After a study, creation of the Motor Vehicle Authority would replace the DMV in the form of a nine-member board taking over its legal authorities. Five of its nine members would be appointed by the Legislature, four by the governor.
The Board of Motor Vehicles/Authority Study, or Senate Bill 63, is sponsored by Republican Sens. Bill Rabon of Brunswick County, Benton Sawrey of Johnston County and Michael Lazzara of Onslow County.
The nine voting members of the Board of Motor Vehicles would be the secretary of the DOT; the secretary of the Department of Information Technology; the commander of the State Highway Patrol; two gubernatorial appointments; two members appointed by the Senate’s president pro tempore; and two members appointed by the speaker of the House. Designees could serve for the leaders of the Transportation Department, Technology Department and Highway Patrol.
The commissioner has latitude, with the transportation secretary’s approval, to organize and administer the division as deemed necessary, according to the bill.
