Automatic Voter Registration Implemented in Pennsylvania

Joining the Ranks of AVR States
Pennsylvania now joins a list of states that have already implemented AVR, including Alaska, California, Colorado, Connecticut, Delaware, Georgia, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New Mexico, New York, Nevada, Oregon, Rhode Island, Vermont, Virginia, Washington, West Virginia, and the District of Columbia.
Under the new system, Pennsylvania residents seeking new or renewed driver’s licenses and ID cards will automatically go through the voter registration application process, unless they choose to opt out. This change eliminates the need for individuals to actively opt into the voter registration process, as was previously required.
Additionally, the change includes voter registration instructions in five additional languages, bringing the total to 31 languages, as stated by Mr. Shapiro’s office.
“Pennsylvania is the birthplace of our democracy, and as Governor, I’m committed to ensuring free and fair elections that allow every eligible voter to make their voice heard,” said Mr. Shapiro in a statement.
Since the passage of the National Voter Registration Act in 1993, Pennsylvanians have been able to register to vote during their visits to PennDOT centers. This longstanding practice, which includes the motor voter law, has now been enhanced with automatic voter registration.

Secretary of the Commonwealth Al Schmidt expressed support for the new system, stating, “Registering eligible Commonwealth residents to vote during their visits to driver and photo license centers is a commonsense action. The voter is already in a state government facility with their identification documentation in hand, and they will have their picture taken and sign their name electronically. Having all of that happen at the same time means the verification process is extremely secure and makes the registration process more efficient.”
Studies have shown that automatic voter registration in other states has led to significant increases in the number of eligible voters added to the voter rolls and has also resulted in higher voter turnout. As of December 2022, approximately 8.7 million Pennsylvanians were registered to vote, while more than 10.3 million Commonwealth residents are estimated to be eligible to register.
To be eligible to register to vote in Pennsylvania, applicants must meet certain criteria, including being a U.S. citizen for at least 30 days before the next election, being a resident of Pennsylvania and their election district for at least 30 days before the next election, and being at least 18 years old on the date of the next election.
